Submission & Evaluation
Proposals are due January 26, 2026, by 5:00 PM CT. Email submissions are considered timely if received by this deadline. Evaluation will prioritize the following factors in descending order of importance:
- Management Plan (8-page limit)
- Transition Plan
- Key Personnel (Resumes and signed statements of availability are 1 page each and excluded from Factor 3 page limits; IDIQ Program Manager resume has no page limit)
- Past Performance (PPQs from subcontractors are permitted; CPARs can be used; PPQs should be emailed to Kimberly Schneider)
- Professional Employee Compensation Plan (Pass/Fail, 15-page limit)
- Price (Offerors must use one fully burdened labor rate per labor category for prime and subcontractors; exclude IT equipment costs for on-site support as USGS provides GFE)
Each item within Volume I of the proposal must be submitted as a separate electronic file.
