Statement of Work (SOW) / Performance Work Statement (PWS)

The primary objective is to modernize and sustain the Air University (AU) Student Information System (SIS), which consolidates education IT services for the USAF and USSF. The goal is to establish a mature and stable application and database infrastructure, implement repeatable user processes with a modern interface, provide Tier II/III support, and deliver initial and ongoing user training, all managed under an ITIL-based governance framework. The end state is a continuously developed and integrated SLcM system.

The contractor shall perform tasks to modernize, sustain, and support the AU SIS. This includes:

• Establishing and maintaining a comprehensive ITIL-based governance framework (Change Management, Configuration Management, Incident Management, Problem Management, Service Level Management, Knowledge Management).
• Providing transformation planning and execution, including developing a Modernization Roadmap within 90 days of award.
• Delivering operational support, including Tier III SIS service ticket resolution, project management, and support for SAP SIS enhancements, security, HCM, S/4HANA Database, and NetWeaver/Basis.
• Providing technical support for the SAP solution, Cloud 1 Hosting AWS platform, and SAP PI/PO integrations.
• Developing and executing a Training Plan for initial and refresher skills training.
• Generating performance and system reports.

Key deliverables include a Modernization Roadmap and a Training Plan. Performance reporting will utilize the government-provided ticket platform, tracking metrics such as Average Speed to Answer (ASA), First-Call Resolution (FCR), Mean Time to Recover (MTTR), and Backlog Growth. System reporting will include Response Time, System Uptime, Hardware Utilization, and Downtime.

The contract includes a 12-month base period with four 12-month option periods. The contractor may choose the location(s) for service performance.

• Governance: Compliance with DoD, USAF, and Cloud One standards for continuous Authority to Operate (ATO).
• Architecture: High Availability (HA) across multiple Availability Zones, Disaster Recovery (DR) with RTO of 12 hours and RPO of 24 hours.
• Technology: SAP S/4HANA version 2023 or newer, embedded Fiori Launchpad, Infrastructure as Code (IaC), DevSecOps CI/CD pipeline.
• Security: Least-privilege access control, encryption at rest and in transit, continuous security posture monitoring against DISA STIGs. Compliance with DoDI 8500.01 and DoDI 8410.02. Personnel require Tier 1 background investigation.
• Personnel: Experienced personnel in SAP SLcM, Business Objects, Canvas LMS, and instructional design. Cybersecurity personnel must meet specified requirements.
• Service Deliverables: Key deliverables and performance standards will be defined in the Service Deliverable Summary (SDS).

Sources Sought Synopsis

The 42d Contracting Squadron is seeking information from industry regarding capabilities to modernize, sustain, and support the AU Student Information System. This is a Sources Sought notice, not a solicitation, and quotes should not be submitted at this time.

• Requirement: Modernization, sustainment, and support of the AU Student Information System, including governance, transformation, operational support, technical maintenance, training, and reporting, as detailed in the attached DRAFT SOW.
• Purpose of this Notice: To assist the Government in developing a potential acquisition strategy.
• No Award: The Government does not intend to award a contract based on this notice.
• Response Confidentiality: Respondents are discouraged from submitting proprietary or competition-sensitive information. Submitted information will not be returned.
• No Reimbursement: Costs incurred in responding will not be reimbursed.
