Request for Information (RFI) / Sources Sought Notice

This document is a Sources Sought Notice issued by the Fleet Logistics Center Norfolk (FLCN) for information and planning purposes. The government is seeking information on qualified sources to provide Submarine Tactical Operations Training (TAC-O) services to the Naval Oceanographic Office (NAVOCEANO). This is not a solicitation for proposals, and no contract will be awarded from this announcement.

• The training should be tailored with a curriculum derived from submarine tactical operations.

• Services are intended to support CNMOC's Community of Interest.

• Anticipated contract type: Firm Fixed Price (FFP).

• NAICS Code: 611430 – Professional and Management Development Training.

• Anticipated Period of Performance: Base period of 01 July 2026 through 30 June 2027, followed by four (4) one-year option periods.

• Responses are due by 1100 EDT on 06 May 2026.

• Submissions are limited to a maximum of ten (10) pages with a minimum 12-point font.

• The government will not notify respondents of the results and is not required to answer questions submitted.

Respondents must provide their business size (Large Business, Small Business, Small Disadvantaged Business, 8(a), HUBZone, Woman-Owned Business, Veteran-Owned and/or Service-Disabled Veteran-Owned Business) and CAGE Code.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personnel services for Submarine Tactical Operations Training to the Naval Oceanographic Office (NAVOCEANO) to enhance the abilities of staff analysts in submarine operations and shore support.

• Develop and provide tailored training services with a curriculum derived from submarine tactical operations.

• Cover a minimum of eight course topics, including:

  • Support to CNMOC Community of Interest
  • Basic Sonar Operations
  • Contact Generated Sources
  • Tactical Use of the Ocean Environment
  • Passive ASW Operations
  • Active and ASUW Operations/Predictions
  • ASW Weapons
  • Combat Operations

• Train up to fifty students during a five-year ordering period.

• Perform services at NAVOCEANO.

• The PWS includes performance standards and acceptable performance levels (APLs) for functional areas.

• A key performance standard is the timely submission of monthly reports of deliverables, with a target of 98% accuracy (2% error maximum).

• Contractor will be subject to incentives for satisfactory or above past performance ratings and disincentives for unsatisfactory ratings or deficiencies/delays.

• Ordering period: Five years.

• Place of Performance: NAVOCEANO.

• Hours of Operation: 8-hour workday between 0700 and 1630, Monday through Friday, unless otherwise stated.

• Contractor shall provide all personnel, equipment, tools, and materials.

• Contract personnel must work with Confidential Unclassified Information (CUI) and Classified Information, adhering to all DOD guidance.

• Contractor must identify themselves as such when interacting with government personnel or the public.

• Contractor shall provide a contract manager responsible for performance and serving as a single point of contact.

• Contractor shall provide a quality control program within 30 days of award.

• Government will furnish workspace, desk space, telephones, and computers.
