• Submission Method: Quotes must be submitted in .pdf format via email to Elizabeth Kramer at ekramer@bop.gov. No fax, hand-delivered, or mail-in quotes will be accepted.

• Quote Validity: Quotes must be good for 30 calendar days after the close date.

• Evaluation Factors: Offers will be evaluated based on the following factors:

  1. Price (fair and reasonable)
  2. Past Performance (prior experience and similar performances)
  3. Technical (Product Offered - Brand or Manufacturer)

• The acquisition is set aside for Small Business concerns (100.00%).

• Delivery Hours: Monday-Friday, 7:00 AM to 1:00 PM (excluding Federal Holidays). No appointments are required.
• Delivery Schedule: Orders are "Fill-or-Kill." Items not delivered within the specified period will be canceled. Late deliveries require prior approval from the Contracting Office per FAR clause 52.212-4.
• Delivery Requirements: Deliveries must be palletized unless otherwise agreed. Drivers must assist in unloading and place pallets at the edge of the receiving area for forklift unloading. Contractors must inform shipping companies of these requirements.

  • Items must comply with BOP Menu Specifications.
  • Certified religious diet items must be marked with a Kosher Symbol.
  • Perishable foods must be delivered between 34°F and 40°F.

  • Frozen foods must be delivered at 0°F or below.
  • Products showing signs of prior thawing will be refused.
  • All items are subject to close inspection.
  • Receipt may be conditional for up to three (3) days for examination and testing.
  • Conditionally received items found unacceptable must be picked up by the vendor within two (2) weeks of notification, or they will be disposed of by warehouse staff.
• Partial Payments: Not authorized.
• Invoicing: Submit a single invoice for all delivered and accepted items to SET-BusinessOffice-S@bop.gov. Payments will be made via Electronic Funds Transfer. Purchase Cards will not be used for purchases above $15,000.
• Small Business Vendors: Must self-certify their small business status on invoices.

  • DUN & Bradstreet UEI number is missing.
  • SAM registration is not current and valid.
  • Other required information is not provided.
  • Item specifications are not met (no substitutions accepted).
  • Information is illegible.
  • Conditional offers are made.
  • Shipping/freight charges are not included in unit pricing.

• Legible quotes must be emailed in PDF format to ekramer@bop.gov.

• Quotes are considered received at the time indicated on the email notification.

• Emails rejected by filters are not the government's responsibility.

• Quotes submitted by means other than email require prior approval.

• Quotes received after the deadline will be handled per FAR 52.212-1(c).
