Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a residential summer camp for 50 New Hampshire National Guard Dependents (ages 9-17), with funding split between NHARNG (80%) and NHANG (20%). The camp aims to enhance life skills, promote leadership, team building, resiliency, and personal development in a residential camp environment.

• Provide a 4-day, 3-night residential summer camp, with optional days extending the camp up to 7 days, 6 nights.

• Offer services exclusively for NHNG Dependent attendees at the contractor's facilities.

• Provide all necessary personnel, equipment, tools, materials, supervision, lodging, and meals, except for Government-Furnished items.

• Develop and implement an activity schedule including meals, hygiene, and downtime, focusing on resilience, team building, and youth leadership.

• Ensure employees have curriculum implementation experience, knowledge of working with youth (preferably military youth), and the ability to manage youth with special needs.

• Camp duration: Base period July 26-29, 2026; optional days extend to August 1, 2026.

• Place of Performance: Within the geographical confines of New Hampshire.

• Hours of Service: 12:00 PM Sunday to 2:00 PM Wednesday (Base); extended through 2:00 PM on the final day of the option period.

• Meals: Each meal must include at least one starch, one meat, one vegetable, one fruit, and one drink. Dietary restrictions must be accommodated. Meals must comply with sanitation requirements.

• Lodging: Facilities must be permanent structures, separated for males and females, with adequate beds and proximity to bathrooms/showers.

• Activities: Must enhance life skills, resiliency, and be tailored to youth and teens.

• Quality Control: Contractor must maintain ACA accreditation and a valid NH Youth Recreation Camp License. Government relies on contractor's existing commercial quality assurance systems.

• Base Period: July 26, 2026, to July 29, 2026.

• Optional Extended Days: Conclude by August 1, 2026.

• Location: Within the state of New Hampshire.

• Contractor must be accredited through the American Camp Association (ACA) and hold a valid State of New Hampshire Youth Recreation Camp License.

• Employees must possess valid First Aid and CPR certifications. At least one staff member must have Anaphylaxis and Epinephrine Auto-Injector certification.

• All employees must undergo a criminal history background check.

• Food handlers must possess a current Food Managers Certificate.

• Protection of Personally Identifiable Information (PII) is required.

• No telework is permitted.

• Recognized US holidays are excluded from performance.

Amendment / Modification
