This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ) for Janitorial Services for the Tofte Ranger District on the Superior National Forest. The acquisition is a Total Small Business Set-Aside.

• Evaluation Criteria: Lowest price technically acceptable (LPTA).

  • Price will be evaluated based on Attachment B, including options and potential extension periods.
  • Technical Acceptability will be evaluated based on the offeror's ability to meet requirements outlined in the PWS.
  • Past Performance will be evaluated using a rating system (Acceptable, Neutral, Unacceptable).

• Offerors must hold prices firm for 90 calendar days from the offer due date.

• Service Contract Labor Standards may apply; wage determinations are attached for specific locations.

Performance Work Statement (PWS)

To provide janitorial services for the Tofte Ranger Station complex.

• Frequency: Services to be performed three times weekly, after close of business on weekdays or on weekends. Bunkhouses require cleaning twice annually (spring and fall).

• Tasks: Includes sweeping, vacuuming, dusting non-personal furniture, washing tables, cleaning bathrooms and outhouses with germicidal disinfectant, cleaning drinking fountains, emptying trash and replacing liners, managing recycling, emptying outdoor smoking receptacles, spot cleaning carpets, dusting specific furniture and fixtures, cleaning door windows weekly, and removing trash from a bear-resistant dumpster.

• Daily Tasks: Ensure all lights are off, and doors/windows are locked upon completion.

• Bunkhouse Cleaning: Deep cleaning and disinfecting of bunkhouses/crew quarters, including vacuuming carpets, mopping floors, washing walls, dusting ceilings and blinds, cleaning kitchen appliances (stoves, refrigerators, microwaves), countertops, sinks, tables, chairs, and bathrooms.

• Prohibited Tasks: Cleaning books or exposed documents, cleaning food service items in meeting rooms, cleaning appliance interiors, disturbing items on desks or equipment, servicing coffee pots, or washing dishes.

• Detailed performance standards and assessment methods are provided for various tasks, including floor cleaning, trash removal, restroom sanitation, fixture cleaning, consumable refilling, window cleaning, wall cleaning, furniture dusting, and pest extermination.

• Performance is assessed through random inspections and customer complaints (no more than 5 substantiated complaints per calendar month).

• Services are for the Tofte complex.

• Bunkhouse cleaning is weather-dependent.

• Product Use: Mandatory purchasing and use of USDA Bio Preferred products.

• Scheduling: Deviations require written request and COR authorization at least 24 hours in advance.

• Availability: Contractor representative must be available during work to receive notices from the COR.

• Government Furnished Items: Government will provide hand soap, paper towels, toilet paper, garbage bags, disinfectants, mops, brooms, vacuums, window cleaner, and carpet shampooer. Contractor is responsible for maintenance of government-furnished equipment.

• Holidays: Government holidays are observed. Work can be performed the day prior if a scheduled cleaning falls on a holiday.

• Key Control: Contractor must implement procedures to ensure keys are not lost, misplaced, or duplicated. Loss of keys will result in replacement costs deducted from payment.

• Security: Employees require access keys/codes after complying with PIV requirements. A list of employees with background information must be submitted. Contractor must protect government property, ensure building security (locking doors/windows), and report unusual activity or emergencies to the COR.

• Pest Control: Extermination of crawling and flying insects and rodents is required.
