This Request for Quotations (RFQ) seeks proposals for the supply and delivery of one (1) brand new, right-hand drive, compact crossover SUV to the U.S. Embassy in Apia, Samoa. The government intends to award a contract/purchase order to the responsible company submitting the lowest priced, acceptable offer. Initial quotations will be the basis for award, though discussions may be held if necessary.

• Vehicle Type: One (1) brand new, right-hand drive, compact crossover SUV.

• Engine: Gasoline or Gasoline Hybrid, automatic transmission only, minimum displacement of 2490cc.

• Drivetrain: 4WD or AWD.

• Seating Capacity: Minimum 5 passengers (including driver).

• Dimensions: Minimum wheelbase of 2650 mm, minimum overall length of 4550 mm, minimum ground clearance of 195 mm.

• Features: Air conditioning (front and rear), ventilation system, power windows, daytime running lights, power steering, electrically adjustable door mirrors, minimum cargo capacity of 550 liters (rear seats up).

• Safety: Anti-Skid Brakes (ABS), Electronic Brake Distribution (EBD), Vehicle Stability Control (VSC), Active Traction Control, Air bags.

• Additional Required Items: Engine under-body protection, all-weather factory rubber floor mats, all-terrain tires (complete set including spare).

• Optional Items: Backup cameras, First Aid Kit, tinted windows, Downhill Assist Control, front and rear parking sensors, side steps, electronic parking brake.

• Sourcing: Vehicle must be new, unused, sourced through an authorized manufacturer distributor with full manufacturer warranty and access to authorized service support in Apia, Samoa.

• Compliance: Must be compliant with Samoa road regulations.

• Contract Type: Firm-fixed price.

• Currency: All prices are to be in WST currency. U.S. firms may be paid in USD; foreign firms will be paid in local currency.

• Value Added Tax (VAT): Not included in CLIN rates; will be priced as a separate line item.

• Due Date: April 20, 2026, by 2:00 PM, Apia local time.

• Submission Method: Electronically to MRSSProcurement@state.gov in MS-Word, MS-Excel, or Adobe Acrobat (pdf) format.

• File Size Limit: Maximum 30MB per email; separate files must be used for larger submissions.

• Required Documents: SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), additional information as required in Section 3, and proof of SAM registration.

• Evaluation: Award will be made to the lowest priced, acceptable, responsible quoter. Quoter acceptability will be assessed based on compliance with RFQ terms, and responsibility will be analyzed based on FAR 9.1 requirements.

• SAM Registration: Offerors must be registered in the System for Award Management (SAM) at www.sam.gov prior to submission.

• Set-Aside: This acquisition is unrestricted.

• Incomplete proposals will not be accepted.

• Proposals must be in English.

• Delivery is required within 120 days after contract award to U.S. Embassy Apia, Samoa.

• Delivery hours are Monday-Friday, 9:00 am to 4:00 pm.

• Prior notice of at least 7 working days is required for deliveries.
