Scope of Work

This solicitation requires the supply and delivery of a range of IT equipment, including LENOVO IdeaPad laptops, GENIUS Mice, LG TVs, TV Brackets, HDMI Cables, 320W Solar Panel Kits, and Portable Trolley PA Speaker Systems. All products and services must comply with the National Defense Authorization Act (NDAA), specifically addressing telecommunications and video surveillance services or equipment (FAR 52.204-24, 52.204-25, 52.204-26). Delivery to the U.S. Embassy Manila, Seafront Compound, Roxas Boulevard, Manila, Philippines, is required no later than April 1, 2026, 12:00 NN.

Contract Details

This is a firm-fixed-price requirement. The U.S. Government is exempt from Philippine ad valorem tax, value-added tax, customs, and duties; therefore, prices must be billed net of these taxes. Payment will be made via Electronic Fund Transfer (EFT) within 30 days of receipt of a correct statement of account. U.S. firms are eligible to be paid in U.S. dollars, while foreign firms will receive payment in local currency. Prospective vendors for actions over $40,000 must be registered in the System for Award Management (SAM).

Submission & Evaluation

Quotations must be submitted electronically in English to macalaladce@state.gov by the deadline. Electronic submissions should be in MS-Word, MS-Excel, or Adobe Acrobat (PDF) format, with a file size not exceeding 10MB per email. If larger, submissions must be split into multiple emails. Required submission items include a completed SF18, the Technical Specifications (Excel File), completed FAR Clauses (including 52.204-24, 52.204-25, 52.204-26, 52.212-3), written confirmation of delivery by April 1, 2026, and warranty details applicable in the Philippines. The government will evaluate foreign currency offers by converting them to U.S. currency using the U.S. Embassy Exchange Rate in effect on the date specified for receipt of offers.
