Scope of Work
The contractor will provide all personnel, equipment, and services to:
- Conduct a comprehensive eelgrass survey to document and delineate its areal coverage.
- Quantify eelgrass abundance and characterize meadow density.
- Generate high-quality spatial and tabular data suitable for impact assessment, regulatory review, and mitigation planning.
- Prepare a detailed data report documenting all survey methods, data, and findings in accordance with USACE guidance. Field survey activities must be conducted between July 1 and August 30. Key deliverables include a Sampling and Analysis Plan (SAP), data collection and processing, and a final Eelgrass Survey Report.

Evaluation Factors
Award will be made on a Lowest Priced Technically Acceptable (LPTA) basis. Proposals will be evaluated on:
- Price: Completeness and reasonableness.
- Technical Capability: Demonstrated knowledge and experience (minimum of two projects) in similar submerged aquatic vegetation surveys, particularly in Washington or the West Coast, with sonar/submersible video capabilities, and adherence to USACE eelgrass mapping protocols. Experience with dredging projects and necessary equipment/staff are also key.
