Sources Sought Notice (SSN)

This Sources Sought Notice (SSN) is issued by Strategic Systems Programs (SSP) for market research to determine industry interest and capability for providing services related to the COLUMBIA program. Specifically, SSP is seeking firms capable of performing on-site System Integration Testing (SIT) for the Strategic Weapon Interface Simulator (SWIS), installation and checkout support for the COLUMBIA program at the Kings Bay Trident Training Facility (KBTTF), and hardware configuration item (HWCI) repair and support services for COLUMBIA/DREADNOUGHT through the Shipboard Electronics Repair Facility (SERF).

• The anticipated contract type is Cost-Plus-Fixed-Fee, Term Contract Line Item Numbers (CLINs).

• Estimated contract award date: February 28, 2027.

• Estimated five (5) Full Time Equivalent (FTE) personnel required.

• Place of Performance: Pittsfield, Massachusetts.

• Interested firms must submit a White Paper capability statement.

• The White Paper must demonstrate possession of minimum qualifications and recent, relevant past performance.

• Minimum qualifications include familiarity with U.S. Navy SSBN, Strategic Weapons System (SWS), Fire Control Systems, associated sub-systems, and SSP Operational Directives (ODs).

• Relevant experience requires performing efforts similar in scope, size, and complexity with an annual incurred cost/expense of at least $3.1M, performed within 5 years of the SSN posting date.

• White Papers must not exceed 5 pages (excluding administrative data).

Statement of Work (SOW)

This Statement of Work outlines the requirements for various support services related to strategic weapon systems, primarily focusing on the COLUMBIA and DREADNOUGHT programs.

• CLIN 0001 – SWIS KBTTF On-Site SIT: Provide on-site System Integration Testing (SIT) for the Columbia Program Strategic Weapon Interface Simulator (SWIS) at the Kings Bay Trident Training Facility (KBTTF). This includes on-site personnel for testing, supporting personnel at Headquarters (HQ) for coordination and troubleshooting, and delivering a SIT report.

• CLIN 0002 – CLB KBTTF Installation and Checkout: Provide deployment and installation support for the COLUMBIA program at the Kings Bay Trident Training Facility. This involves pre-deployment planning, on-site engineering, HQ support, logistics, and delivering an Installation Final Report.

• CLIN 0003 – SERF Repair Capability: Deliver repair capability for SSBN-R FC Hardware Configuration Items. This includes reviewing and updating various program documents (ODs, QTI's, QCAP, PTIP, SERF Program Plan), creating/updating repair routing and procedures, and delivering a Final Report on expanded SERF repair capabilities.

• CLIN 0004 – COLUMBIA Repair & Support (Option): Provide inspection, evaluation, repair, and recertification for 9 COLUMBIA components. This effort includes managing piece parts, conducting tests, and maintaining test capability. Reporting requirements include monthly financial and repair status reports, and quarterly Trouble and Failure Repair and Return (TFRR) reports.

• CLIN 0005 – DREADNOUGHT Repair & Support (Option): Provide inspection, evaluation, repair, and recertification for 5 DREADNOUGHT components. Similar to CLIN 0004, this involves managing piece parts, testing, and maintaining test capability for UK SSBN-R FC components. Reporting requirements are also monthly financial and repair status reports, and quarterly TFRR reports.

• Installation and SIT activities are primarily associated with Kings Bay, Georgia.

• Repair and Support efforts for COLUMBIA and DREADNOUGHT components are for components inducted by September 30, 2027, with repair periods not exceeding September 30, 2028.

• All efforts must comply with specified ODs, T9001 checklists, SSPINSTs, and Program Plans.

• Contractors will manage 4th level piece parts and require validation from SPS for purchase requests.

• Specific reporting deliverables are required for CLINs 0004 and 0005.
