• Submission: Contractors must submit pricing for all items to be considered responsive.

• Evaluation Criteria: Award will be made to the offeror representing the best value to the Government, based on the following:

  • Technical Approach: Ability to meet schedule requirements (SOW) and detailed explanation of any unmet requirements.
  • Price: Evaluated for fairness and reasonableness (FAR 12.204).
  • Past Performance: Assessed as acceptable or neutral, using contractor references, USDA past contracts, and CPARS.

• Offer Acceptance Period: 90 calendar days from the offer receipt date.
