Justification for Sole Source
L3Harris (formerly Harris Corporation, Exelis, Inc.) is the FAA's sole vendor for acquiring and distributing live surveillance information, authorized to commercialize a subset of this data. Due to this unique relationship, no other companies provide similar real-time access to comprehensive FAA surveillance data. In 2023, L3Harris granted Passur Aerospace, Inc. authority to resell the Symphony OpsVue Software, making Passur the only authorized reseller.
Challenging the Sole Source
This notice is not a request for competitive quotes. Firms believing they can meet the requirements must provide written notification to the Contracting Officer within 10 calendar days of the publication date. Supporting evidence, not exceeding five pages, must demonstrate the ability to:
- Provide rapid and detailed access to aircraft surveillance data.
- Overcome data blocking issues from the Aircraft Situation Display to Industry (ASDI) Program.
- Provide real-time access to comprehensive FAA surveillance data.
