This is a combined synopsis/solicitation for commercial services, FA857926Q0020, prepared in accordance with FAR Subpart 12.6. It constitutes the only solicitation, and no separate written solicitation will be issued. The acquisition is being processed as a sole source 8(a) direct award to Chenega Systems, LLC, under the authority of FAR 19.8 and 13 CFR 124.506(b), citing FAR 6.302-1 and 10 U.S.C. 2304(c)(1) as the authority for a sole responsible source.

• Provision of all supervision, management, labor, tools, equipment, parts, materials, and transportation to perform facility maintenance services at the 40,000 square foot Synergy Innovation Project facility in Warner Robins, Georgia.

• Services include predictive, preventive, and corrective maintenance to ensure facility reliability, avoid downtime, and maintain a 100% mission capable facility.

• Specific services include General Maintenance Support, grounds maintenance, and pest management.

• Period of Performance:

  • Basic Period: 12 months from date of award
  • Four Option Periods, each 12 months long.

  • Subcontractor pricing support is required for significant subcontracted efforts.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive facility maintenance services for the 40,000 square foot Synergy Innovation Project facility, ensuring reliability, maintainability, and 100% mission capability while avoiding downtime.

• Facility Maintenance: Perform all facility maintenance and repairs 24/7.

• Electrical Systems: Operate, maintain, install, and repair electrical systems, including circuits, control systems, lighting, generator systems, and unit substations, adhering to National Electric Code (NEC) requirements.

• Exterior and Interior Lighting: Repair or replace light fixtures, matching existing types. Contractor responsible for labor and supplies for fixtures over 10 feet above the finished floor.

• Intrusion Detection System (IDS): Provide CRZH certified UL 2050 IDS installation and monitoring for two independent systems. Includes 24/7 central monitoring, notification to Warner Robins Police Department and SWEG Security POC, and on-site response/repair within 4 hours.

• Grounding, Lightning Protection, Corrosion Control: Test, repair, and maintain these systems.

• Automated Access Control (AACS)/Closed Circuit Television (CCTV): Provide preventive maintenance, technical support, upgrades, and repairs. Includes 2-hour phone response and 4-hour on-site response.

• Heating, Ventilation, and Air Conditioning/Refrigeration (HVAC/R): Operate, maintain, calibrate, repair, replace, and balance all HVAC/R equipment and control systems to meet ASHRAE standards.

• Fire Systems: Repair, modify, test, maintain, and inspect fire alarms, detectors, suppression systems, and related systems.

• Plumbing: Maintain and repair interior and exterior plumbing systems, including fixtures, drains, and water heaters, adhering to International Plumbing Code.

• Structural Systems: Repair and maintain the facility structure, components, windows, doors, finishes, and roofing.

• Roof System: Inspect, maintain, and repair the roof system.

• Doors and Keys: Maintain doors, hardware, and locks; make keys; provide locksmith services.

• Interior and Exterior Finishes: Maintain and repair floor coverings, floor coatings, ceiling tiles, and painted surfaces.

• Windows and Window Treatments: Repair or replace malfunctioning windows and treatments.

• Raised Floors: Inspect, maintain, and repair raised floor systems.

• Pest Management: Provide pest control services by a certified specialist.

• Grounds Maintenance: Perform weekly grounds maintenance from March-October and twice monthly November-February.

• Refuse Collection and Recycling Services: Provide refuse and recycling collection and disposal services.

• Over and Above Work: Address work discovered outside the general scope via work requests and proposals.

• Quality Program Plan (QPP): Submit within 45 days of award, detailing PM actions, frequencies, and quality problem resolution.

• Response Times:

  • Emergency: 2-hour call response, 8-hour resolution (or temporary solution).
  • Non-Emergency: 5-day completion.

• Shutdowns: Provide two-week notice for planned shutdowns.

• Status Reports: Quarterly reports due by the 5th of each reporting period.

• Grounds Maintenance: Grass height maintained between 2-3 inches.

• Services required 24 hours a day, seven days a week.

• Security: All contractors escorted by government personnel. Adhere to government holiday schedules (except alarm monitoring). Contractor personnel must identify themselves as contractors.

• Safety: Maintain an acceptable safety program in accordance with the Safety and Health Plan. Adhere to VPP requirements. Limit mishaps to two Class C per contract year and zero Class A or B.

• Mishap Notification: Notify Safety Office within 4 hours of any mishap or incident.

• Contractor Manpower Reporting: Report all contractor labor hours via SAM.gov.

• Affirmative Procurement: Meet EPA or USDA standards for recovered materials or biobased content for designated products.

• Government Representatives: Designated points of contact for service requests and discussions.

• References: Adherence to DoD, ASHRAE, UL Code, NFPA 70 (NEC), and OSHA standards.
