Evaluation Criteria
Firms will be selected based on demonstrated competence and qualifications, with criteria listed in descending order of importance:
- Specialized Experience and Technical Competence: Across 20+ areas including water resources planning, environmental impact assessments, economic impact analyses, and transportation system modeling.
- Professional Qualifications: Relevant experience, education, registrations, and longevity of key personnel (e.g., Water Resources Planners, Economists, Ecologists, Architects, Engineers).
- Past Performance: Similar work on DoW and other contracts, assessed via PPIRS and other verifiable sources.
- Capacity: Ability to perform approximately $4,000,000.00 in work, managing multiple concurrent task orders with adequate qualified personnel.
- Knowledge of the Locality: Familiarity with the LRD geographical and ecological region and commercial inland waterways.
- Equitable Distribution of DoD Contracts: Used as a tie-breaker among technically equal firms.
