Scope of Work
This MATOC will support the U.S. Army Installation Management Command (IMCOM) Installation Directorate - Sustainment (ID-Sustainment) by providing a broad range of SRM services. Work will be performed under individual Task Orders (TOs) issued by the installations' Directorates of Public Works (DPW) and will encompass various engineering areas (electrical, environmental, mechanical, structural). Projects may include barracks, administrative facilities, child development centers, maintenance shops, food service facilities, roads, public safety facilities, and underground utilities. A key component of the proposal is the Seed Project, which involves converting Building 4504 at Aberdeen Proving Grounds into office space, requiring design and construction with a Professional Engineer's stamp.
Contract Details
- Contract Type: Firm Fixed-Price (FFP) Indefinite-Delivery Indefinite-Quantity (IDIQ) Multiple Award Task Order Contract (MATOC).
- Number of Awards: Up to thirteen (13) MATOC holders.
- Period of Performance: A five (5) year ordering period (July 30, 2026 - July 29, 2031) plus two (2) one-year option periods, totaling seven (7) years.
- Minimum Guarantee: $5,000.00 per MATOC contract for the 5-year ordering period.
- Maximum Ceiling: $1,050,778,375.
- Set-Aside: Total Small Business Set-Aside (SBSA) under NAICS Code 236210 (Industrial Building Construction, size standard $45,000,000.00). Offerors must be certified small businesses.
Submission & Evaluation
Proposals will be evaluated using Best Value Lowest Price Technically Acceptable (LPTA) Source Selection procedures. Evaluation is based on three factors:
- Technical Capability Approach: Includes Management and Staffing (key personnel qualifications), Seed Project (technical capability, bonding, staffing, schedule), and MATOC Program Management (organizational structure, concurrent TO management, quality systems).
- Past Performance: Assesses recent and relevant performance (at least 3, maximum 5 government contracts/task orders valued at $1,000,000+ within 7 years). Only prime offeror performance is considered; CPARS are not accepted in lieu of Past Performance Questionnaires (PPQs). A "neutral" rating is considered "Acceptable."
- Cost/Price: Evaluated for completeness, balanced pricing, and reasonableness, but not adjectively rated. The Seed Project pricing will be evaluated for MATOC award. Proposals must be submitted SOLELY through the PIEE Solicitation Module. Proposals must be valid for 180 days from the RFP close date.

Evidence of Performance and Payment Bonds is required for the Seed Project proposal.
