Scope of Work

The BOAST program is a strategic initiative to efficiently acquire a wide range of Class IX supplies, defined as repair parts and components, including kits, assemblies, subassemblies, and reparable/consumable items for maintenance support of all Army equipment (excluding medical-peculiar parts). Class IX subclasses include Air, Ground Support Materiel, Administrative Vehicles, Electronics, Tactical Vehicles, Missiles, Weapons, Special Weapons, Industrial Materiel, and Aircraft Engines. Future orders will be competed among BOA holders and may utilize FAR Part 12 (Commercial), FAR Part 13 (Simplified Procedures), or FAR Part 15 (Negotiation).

Contract & Timeline

  • Type: Basic Ordering Agreement (BOA). A BOA is an understanding, not a contract, and does not obligate government funds or guarantee work. It expedites future order awards.
  • Duration: BOAs will be valid for up to five (5) years from the effective date.

Submission & Evaluation

Interested parties must submit a fully completed and signed BOA document via email to BOAST@army.mil and cc nicholas.a.lang.civ@army.mil. No separate capabilities package, product list, or past performance information is required for BOA establishment. Proposed changes or "redlining" of BOA terms are not accepted; submittals must be as-is. Future orders (RFOPs) will be evaluated based on factors such as Price, Technical Capability, Past Performance, or LPTA/Best Value Tradeoff, as detailed in each specific RFOP.

Additional Notes

All BOAST program announcements and future Request for Order Proposals (RFOPs) will be publicized as "Special Notices" on SAM.gov. Holding a BOA makes a company eligible to compete for future orders but does not obligate them to bid on every RFOP. Technical Data Packages (TDPs) for specific requirements will be released with future RFOPs. Amendments 0001 and 0002 were administrative, updating clauses to align with current acquisition policy.
