Quick Summary
The Department of the Army is conducting market research through a Request for Information (RFI) for a Synthetic Training Environment (STE) Virtual Collective Training Software (VCTS) Solution. This RFI seeks to identify existing, mature, or near-mature software capabilities to support or evolve into a unified VCTS for battalion-and-below training. The goal is to understand current Commercial-Off-The-Shelf (COTS), Government-Off-The-Shelf (GOTS), and hybrid solutions that can interface with the Reconfigurable Virtual Collective Trainer (RVCT) hardware. Responses are due by 12:00 EDT, June 25, 2026.
Purpose & Background
This RFI is for planning purposes only and is not a Request for Solution. The Army's STE is a modernization effort to create a single, interconnected training architecture across live, virtual, constructive, and gaming environments. The Army requires a stable software solution to drive RVCT (Ground and Air variants) and support current/future virtual training concepts, addressing past issues with system stability and scalability. This RFI expands the acquisition approach to identify GOTS, COTS, or hybrid solutions that can integrate with RVCT hardware and other peripherals to deliver a unified virtual training environment for battalion-and-below collective training.
Areas of Interest
Respondents should address:
- Current Capabilities & Product Maturity: Existing virtual simulation products for battalion-and-below collective training, emphasizing company- and platoon-level, with TRL 8 or near-TRL 8 solutions.
- Architecture & Integration: Technical architecture, modular design, open standards (DIS, HLA, FACE), integration methodologies, and collaboration commitment.
- Scalability & Performance: Performance characteristics, metrics, and operational limits in large-scale, multi-user environments.
- Terrain, Environment, & Content Tools: Capabilities for leveraging One World Terrain (OWT) data and user-generated content.
- Data Usage & Interoperability: Supported data formats, exchange mechanisms, and synchronization with external systems.
- Cybersecurity & Deployment: Supported frameworks, compliance standards, and deployment models (on-premises, cloud, hybrid).
- Intellectual Property (IP) & Data Rights: Software licensing models and mechanisms for government-led or third-party extensibility.
- Future Growth & Roadmap: Planned or emerging capabilities relevant to Army virtual training needs.
Feedback on Assumptions & Requirements
The Army also seeks industry feedback on:
- Requirements or assumptions that add unnecessary complexity, cost, or constrain innovation.
- Recommendations for simplifying or eliminating requirements, adjusting performance thresholds, or updating design expectations.
- Suggestions for new capabilities or technologies.
- Specific recommendations for changes to the current RVCT hardware and software to improve performance, openness, and interoperability.
