This is a combined synopsis/solicitation for TacMed Manikins (Brand Name or Equivalent) for the 737 Training Group at Joint Base San Antonio (JBSA), TX. The purchase is solicited as a 100% Small Business set-aside.

• Quotes must be effective for 90 days.

• Bidders must hold NAICS Code 339999 with a size standard of 500 employees.

• Registration in the System for Award Management (SAM) is mandatory for award eligibility.

• Funds are not presently available; no award will be made until funds are available.

Statement of Work (SOW)

To procure realistic, durable, and technologically advanced mannequins for Tactical Combat Casualty Care (TCCC) training for approximately 900 Basic Military Training (BMT) trainees and instructors per week at PACER FORGE.

• Provide six (6) Upper Trauma Trainer Manikins with simulated breathing, intubation capabilities, tension pneumothorax simulation, IV access sites, simulated amputation, packable wound capability, durable and water-resistant construction, and remote control operation. Weight: 169 lbs +/- 8 lbs.

• Provide six (6) Lower Patient Simulator - Emergency Medical Trauma Trainers with real-time sensors for tourniquet application effectiveness and wound packing pressure, enabling critical life-saving tasks. Weight: 80lbs+/-5lbs.

• Provide two (2) Female Modular Manikins with left leg amputation (above the knee) and gender-specific anatomical features.

• Provide three (3) days of New Equipment Training on unpacking, installation, features, troubleshooting, cleaning, and maintenance, ideally on-site at PACER FORGE.

• Provide eight (8) instances of an Annual Repair Program including repair/replacement of parts and routine maintenance.

• Provide shipping of all items to 1618 Truemper St, JBSA-Lackland, TX 78236.

• Mannequins must meet specified capabilities and weight requirements.

• Contractor must provide manufacturer's warranties and contact information.

• Contractor must establish a safety and occupational health program consistent with OSHA requirements.

• Contractor must comply with JBSA Lackland Fire Regulations.

• Delivery to JBSA-Lackland, TX.

• Work hours are Monday-Friday, 0600-1800 LT, excluding Federal holidays, with potential for weekend/after-hours work with approval.

• All installation personnel must be U.S. citizens with a Local Area Check (LAC).

• Personnel require a vehicle pass with proof of liability insurance, current license plates, current state inspection sticker (if required), and valid state driver license.

• Base identification passes must be returned upon completion or termination.

• Firearms are prohibited.

• Contractor is responsible for site clean-up and recycling of packaging materials.
