  • Space Domain Awareness: Satellite Custody & Characterization (SCC), Identification & Characterization using Alternate Electro-Optics (EO) Phenomenologies, and Artificial Intelligence (AI) & Autonomy for SDA.
  • High Power Electromagnetics (HPEM): Modeling & Effects, Sources & Components, and Applications.
  • Wargaming.

Contract Details

This is an unrestricted acquisition. The Government anticipates awarding a mix of contract types, including Cost-Plus-Fixed Fee (Completion and Term), Cost Contract, or Firm Fixed Price. Offerors pursuing cost-type contracts must possess a DCAA-approved accounting system. The estimated total program funding is $499 million over five fiscal years (FY24-FY28), with approximately $100 million allocated annually for the first four years and $99 million for FY28. This funding profile is an estimate and not a contractual obligation.

Submission & Evaluation

Proposals are not accepted in response to this BAA directly. Instead, specific "Calls" will be issued on SAM.gov, detailing particular research efforts, performance periods, and funding. Offerors are highly encouraged to continually monitor SAM.gov for these Calls and any BAA amendments.

The evaluation of proposals will consider Technical Merit (highest priority), Relevance to AFRL Programs, and Value/Cost. Executive Summaries for Topic Area Group (TAG) inclusion are evaluated based on 8 factors, requiring a minimum score of 18 out of 24 points.

Security & Compliance

All Call Announcements will require submission of a Standard Form 424 (SF 424), a Security Program Questionnaire, and a Privacy Act Statement for all Senior/Key Personnel ("Covered Individuals"). A mandatory Security Risk Review will be conducted, and the Government reserves the right to deem an offeror unawardable due to unacceptable S&T Protection risk. Offerors must also be registered in SAM.gov and maintain current Annual Representations and Certifications.
