Purpose & Scope

The objective is to enhance the operational resilience and mission success of the USSS OMD through advanced medical capabilities. The selected contractor will provide all personnel, supplies, transportation, materials, supervision, and non-personal services for the TMOC. The course curriculum must cover topics such as TCCC/C-TECC principles, MARCH skills (Hemorrhage, Airway, Respiration, Circulation, Hypothermia/Head Injuries), EMT-T vs Paramedic skills in tactical operations, IV/IO, Advanced Airways, Pharmacology, and Thoracic Trauma/Seals. The contractor is also responsible for providing training aids for skill-based and scenario-based medical evolutions, student materials, certifications, and pre-course instruction.

  • Contractor Responsibilities: Contractor is responsible for all travel and subsistence expenses for instructional staff and must provide a Point of Contact (POC) for training delivery.

Submission Requirements

Quoters must submit responses in two volumes via email to willie.bethune@usss.dhs.gov:

  • Volume 1: Technical Information (maximum 8 pages, excluding cover, table of contents, experience references, and resumes). This volume should include a Capability Statement addressing SOW requirements and a company overview.
  • Volume 2: Price (using the quoter's own template) – providing firm fixed pricing. A cover letter is required, including submission date, RFQ number/title, quoter's contact information, TIN, UEI, subcontractor details, and socio-economic indicators.

Evaluation & Award
