Quick Summary
The Department of the Army, specifically the Assistant Deputy for Acquisition & System Management, Data Engineering and Software (ADASM DES), is conducting market research through a Request for Information (RFI) for a Tactical Software Management System. The goal is to identify qualified sources capable of developing a single, centralized cloud application to manage software for equipment used in the field (e.g., vehicles, radios). This system aims to streamline software tracking, approval, distribution, and compliance reporting, replacing current manual processes. Responses are due June 1, 2026.
Scope of Work
The RFI seeks information on capabilities for a cloud-based platform with the following key features:
- System Integration & Interoperability: API connectivity to authoritative data sources (e.g., GCSS-Army, MMIS, Army Vantage) to link software versions to hardware baselines, tracking down to the system serial number.
- Core Functionality: A cloud-based software repository (integrating with existing ASIC "REPO"), Common Access Card (CAC) authentication, scalability, and end-user reporting for update completion.
- Workflow & Process Automation: Ability to create and manage distinct workflows for software releases (Full, Conditional, Urgent) with unique approval chains (per AR 770-3), support for alternate/delegate approvers, parallel processing, automated email notifications, and document uploads.
- User Interface & Visualization: Intuitive dashboards for software compliance and cyber readiness, and visual representation of software release status.
- Physical Media & Shipment Tracking: Capability to track physical media shipments and encrypt/decrypt data.
- Metrics & Reporting: Generation of metrics on timeliness, performance, security, and logistics, with exportable data (CSV, XLSX).
