This opportunity seeks information on U.S. or foreign flag vessels capable of transporting a minimum of 50,000 MMBTU (approximately 2,200 CBM) of Liquefied Natural Gas (LNG) from Portland Bight, Jamaica, to Naval Station Guantanamo Bay (NSGB), Cuba. The charter is intended to support a storage requirement and the initial LNG delivery to a new terminal. Responses are due by April 16, 2026.

Scope of Work

MSC requires a vessel to transport LNG with specific technical and operational parameters. Key Requirements include:

  • Cargo: Minimum 50,000 MMBTU (approx. 2,200 CBM) of LNG.
  • Vessel Specifications: Maximum displacement of 41,000 metric tons, length overall 256 meters, laden draft 10 meters, and beam 32 meters. Gross volumetric capacity should range from 4,000 to 15,000 cubic meters. The vessel must support LNG pump-out pressure of 150 PSIG and an unloading rate of 250 CUM/HR, utilizing a flanged connection with Powered Emergency Release Coupling (PERC) to a 6” LNG hose and an Emergency Shutdown (ESD) umbilical. LNG saturated pressure should be between 5-20 PSIG (average 10 PSIG).
  • Operational Requirements: The carrier must perform its own mooring analysis, meeting UFC 4-159-03 Mooring Service Type I requirements (35 knots sustained winds, 1 knot current). Discharge terms are 250 CBM per hour, daylight only, WWD SHEX.
  • Ports: Loading at Portland Bight, Jamaica; discharging at Naval Base, Guantanamo Bay, Cuba.
