Sources Sought Notice

This notice is a market survey conducted by the Naval Surface Warfare Center, Port Hueneme Division to identify interested parties and assess market capabilities for a requirement related to Certified Test & Evaluation Professional (CTEP) training courses and certification exams. The information gathered will help determine the procurement method for a potential future solicitation.

The requirement includes the following CLINs:

• CLIN 0001: 3-Day, 24-Hour, Certified Test & Evaluation Professional Body of Knowledge Course for 15 students, with CTEP certification exams offered for up to 10 students. Period of Performance: 10/01/2026 - 9/30/2027.
• CLIN 0002: 3-Day, 24-Hour, 24-HNME-Certified Test & Evaluation Professional Body of Knowledge Course for 15 students, with CTEP certification exams offered for up to 10 students. Period of Performance: 10/1/2027 - 09/30/2028.
• CLIN 0003: 3-Day, 24-Hour, Certified Test & Evaluation Professional Body of Knowledge Course for 15 students, with CTEP certification exams offered for up to 10 students. Period of Performance: 10/1/2028 - 09/30/2029.
• CLIN 0004: 3-Day, 24-Hour, Certified Test & Evaluation Professional Body of Knowledge Course for 15 students, with CTEP certification exams offered for up to 10 students. Period of Performance: 10/1/2029 - 09/30/2030.
• CLIN 0005: 3-Day, 24-Hour, Certified Test & Evaluation Professional Body of Knowledge Course for 15 students, with CTEP certification exams offered for up to 10 students. Period of Performance: 10/1/2030 - 09/30/2031.

Interested parties should provide the following:

• Company Name, Address, CAGE Code, DUNS.
• Point of Contact details (name, phone, email, website).
• Company capabilities, resources, and experience related to the described items.
• Business Size, Special Size Sub-Category, and Type of Ownership.
• Rough Order of Magnitude (ROM) cost estimate.
• Feedback on feasibility or challenges, and information on commerciality.

Responses are due by 3:00 PM Pacific Time on 06/12/2026 and should be submitted in Microsoft Office 365 or PDF format to Dawnita.g.fendley.civ@us.navy.mil.

The applicable NAICS Code is 611430 with a small business size standard of $15 million. The method of issue is indicated as 100% Small Business. However, based on responses, the requirement may be set-aside for small businesses or procured through full and open competition.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Certified Test & Evaluation Professional Body of Knowledge (BoK) Course training to the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) Test & Evaluation workforce, aiming to increase efficiency in mission tasking.

• Provide comprehensive Test and Evaluation (T&E) training facilitated by subject matter expert (SME) instructors.

• Cover the complete Certified Test and Evaluation Professional (CTEP) Body of Knowledge (BoK).

• Tailor instruction to support NSWC PHD mission requirements, potentially incorporating command-specific work samples and scenarios.

• Training topics include:

  • Foundational Overview (History of T&E in Federal Government)
  • Acquisition Integration (DoW Acquisition Process)
  • T&E Planning (Requirements Analysis, Strategy, Evaluation Approach, Cost, Management, Contracting, Risk Management, Specialized Testing)
  • T&E Design (Test Adequacy, Scientific Test & Analysis Techniques)
  • T&E Execution (Test Control Management, Data Management, Test Safety & Certification)
  • Data Analysis & Reporting (V&V, Validation of Test Results, Evaluation, Reporting, Cyber Resilience/Cybersecurity Analysis, Model Validation, Data Analytics)

• Students will demonstrate a comprehensive understanding of the CTEP BoK and foundational T&E principles.

• Students will be prepared to take and pass the CTEP Foundational examination.

• NSWC PHD T&E workforce will gain skills to increase operational efficiency.

• Location: On-site at Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD 4363 Missile Way Port Hueneme, CA 93043).

• Period of Performance:

  • Base Year: 10/01/2026 - 9/30/2027
  • Option Year 1: 10/1/2027 - 09/30/2028
  • Option Year 2: 10/1/2028 - 09/30/2029
  • Option Year 3: 10/1/2029 - 09/30/2030
  • Option Year 4: 10/1/2030 - 09/30/2031

• Training Session Length: 3 days, 8 hours per day, plus a 4-hour exam on the last day (totaling 28 hours).

• Number of Students: Up to 15 per training session.

• Personnel: Test & Evaluation Professionals.

• Deliverables: Record of Daily Attendance and Completion Certificates.

• Language: English.

• Base Access: Required for instructors (DoW Common Access Card or SECNAV 5512 form).

• Proctoring: Contractor is responsible for proctoring the CTEP certification exam for up to 10 students. The CTEP credential is valid for 3 years.
