Scope of Work
The selected contractor will serve as an independent and objective technical expert to review work products and deliverables submitted to USTDA under a separate SCMB Railway Technical Assistance (TA) contract. Key responsibilities include:
- Conducting thorough reviews of deliverables such as Transport Model Surveys, Environmental Impact Assessments, Climate Risk Assessments, Development Impact Assessments, and U.S. Sources of Supply Analysis.
- Providing advisory services to USTDA, coordinating with the Asian Development Bank (ADB) and Swedfund.
- Assessing the completeness and technical acceptability of various project documents. Travel to the Philippines may be required up to three times during the base year, with up to two team members per trip. Travel time is excluded from the five working days per visit.
Contract Details
- Contract Type: Single award Firm-Fixed-Price (FFP) with optional cost-reimbursable Contract Line Item Numbers (CLINs).
- Period of Performance: One 12-month base period and one 12-month option period, totaling up to 24 months.
- Place of Performance: Contractor's facility in the U.S. or as directed in the Philippines.
- NAICS Code: 541690, Other Scientific and Technical Consulting Services.
- Set-Aside: UNRESTRICTED.
- Eligibility: Limited to U.S. Firms or U.S. individuals. Contractor and U.S. subcontractor employees must be U.S. citizens or lawfully admitted permanent residents. Subcontractor use is limited to less than fifty percent of the proposed price. Offerors must be registered and active in SAM.gov.
- Labor Categories: Offerors may propose up to six labor categories, with the "Technical Expert" being additional. A "Rail Transportation Expert" is highly preferred as the Project Team Leader.

Additional Notes
This is a new contract requirement with no incumbent. The awarded contractor will be ineligible to compete for future USTDA-funded activities resulting from this contract for four years after completion. Offerors must acknowledge all amendments.
