Scope of Work

The prime integrator will support new and existing sonar Technical Insertions (TI), including TI-28 and TI-Next A-RCI hardware and software systems, kits, displays, trainers, and spares for LOS ANGELES, SEAWOLF, OHIO, VIRGINIA, and COLUMBIA class submarines, FMS, and common SONAR programs like SQQ-89. Engineering support encompasses software design, hardware interface development for various arrays (Sphere, LAB, LWWAA, WAA, LWLCCA, Sail Receive, Chin), noise monitoring, and transitioning Advanced Processing Builds (APBs). The effort also includes SWFTS re-architecture to meet the 'North Star' goal of delivering capability at the speed of relevance, focusing on shrinking hardware, modernizing software, containerization, and economizing certification.

Contract & Timeline

This proposed procurement is anticipated to be a single ten (10) year contract (FY2029-FY2039) utilizing a combination of Cost Plus Incentive Fee (CPIF), Fixed Price Incentive Fee, Firm Fixed Price, and Indefinite Delivery Indefinite Quantity (IDIQ) types. It includes approximately 7,150,000 man-hours of engineering design and technical support. Anticipated TI-28 and TI-Next production procurement includes shipset quantities ranging from 9 to 14 annually between FY29 and FY39. The AN/BQQ-10 A-RCI TI/APB Build for TI-28 and TI-next is scheduled from October 31, 2028, to October 31, 2039.

Required Capabilities & Submission

Respondents must demonstrate technical expertise and the ability to fulfill requirements outlined in the Statement of Work (Attachment 1) and Program Schedule (Attachment 2). Key requirements include experience as a lead system integrator for software functionality, hardware selection, and overall system integration, with knowledge of SWFTS. Facilities must support system development, testing, integration, and production, with a SECRET facility security clearance (and ability to obtain TOP SECRET if required). Respondents must also field key personnel as per Attachment 3 (Staffing Plan).
