Solicitation / RFP / RFQ

This document outlines the evaluation criteria and award process for a solicitation for Commercial Products and Commercial Services. The Government will award a contract to the responsible offeror whose offer is most advantageous, considering price and other factors.

• Technical Capability

• Price Technical acceptability will be assessed based on the Technical Capabilities Statement Attachment, Rigging Sketches, initialed Vendor Certification, Technical Data Sheet/Brochure, and any other items requested in the Statement of Work.

• Price will be evaluated in accordance with FAR 12.203.

• Price quotes shall be held firm and valid for sixty (60) days.

• The Government will use a Lowest Price Technically Acceptable (LPTA) source selection process.

• Offers will be ranked by total price, starting with the lowest.

• The Government will review the non-price submission for acceptability, beginning with the lowest priced quote.

• If a quote is found "Acceptable," award will be made without reviewing further quotes. If "Unacceptable," the next lowest priced quote will be considered.

• This process continues until an "Acceptable" quote is found or all are deemed "Unacceptable."

• Vendor's proposed price will be evaluated for reasonableness.

• Failure to provide all required documents by the deadline may preclude award consideration.

• Options will be evaluated by adding their total price to the basic requirement's total price. The Government may deem offers with unbalanced option prices unacceptable.

Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for the rental of a Water Chiller Unit.

• Rental of one (1) 150 Ton Capacity Chiller Unit.

• Unit must be air-cooled and operable on a single 460/480 (V), 400 Amp Breaker.

• Requires a male 500 mcm Camlock electrical connection.

• Must have a minimum of one (1) circulating pump.

• Critical System Support: Unit must operate 24/7.

• Pumping system must provide at least 450 GPM at 300 feet of head pressure.

• Unit must have two (2) 2-1/2" Male NPT inlets and two (2) 2-1/2" Male NPT outlets, each with isolation globe valves.

• Unit must be free-standing and forklift accessible.

• Must include operational Inlet and Outlet Pressure Gages.

• Must have an electronic monitoring system for temperatures and flow rates.

• Desired output water temperature range: 45°F - 55°F.

• Evaporator must deliver a leaving temperature below 45°F.

• Condenser must operate in ambient temperatures from 0-125°F.

• Contractor to provide all equipment from the return manifold to the supply manifold.

• Vendor to provide extra fittings and hoses as needed for installation.

• If the system holds 55 gallons or more of fuel/oil, an environmental catch tank is required.

• Unit must be affixed with a metal tag showing the supplying company and a POC for repairs.

• Contractor must provide instruction manual and training.

• Contractor-provided equipment (hoses, manifolds) must be insulated.

• Period of Performance: May 1, 2026, to July 9, 2026.

• Location of Work: Nuclear Power Training Unit (NPTU) Goose Creek, SC 29445.

• Provide POC information for service/repair.

• Equipment delivery, setup, and removal at no cost to the government.

• Assemble unit at no cost to the government if required.

• Provide parts for repair/replacement due to normal wear and tear at no additional charge.

• Perform all preventative maintenance as specified by the manufacturer.

• Dispatch a representative for service/repair within four (4) hours of notification.

• If repair takes longer than 48 hours, a replacement unit must be delivered at no extra charge.

• Contractor responsible for loss or damage during transport for repair.

• Provide start-up training for the equipment.

• Clean the Chill Water Unit prior to delivery.

• Provide operators.

• Perform basic maintenance.

• Monitor gauges.

• Handle equipment movements within the shipyard.

• Responsible for lost items and equipment damage beyond normal wear and tear.

• Adherence to Federal OSHA requirements and NAVSEA's Occupational Safety, Health, and Environment Corporate Manual (OSHECM) Chapter 250.

• Notification of HEC scope of work to NPTU TPOCs and/or CORs.

• Use of HEC locks and tags as specified.

• Access to OSHECM Chapter 250 and OSHA 1915.89 via provided link.

• Equipment must have suitable attachments for overhead lifting.

• Specific requirements for multiple-point and single-point lifts, including design factors and anchor shackle compatibility.

• Lifting attachments must not be side-loaded more than 10° out of plane.

• Lifting attachments must be marked with "Lift Here" and minimum 1" lettering.

• Equipment gross weight must be marked.

• Provide a lifting sketch/rigging diagram detailing specific requirements, center of gravity, model, and gross weight.

• Copy of lifting sketch to be posted on equipment and forwarded to Code 714.

• Specialized handling gear must be certified and documented.

• All contractors require a DBIDS card for access to NNSY.

• Procedure for obtaining DBIDS card outlined.

• Green NAVSEA access badges require proof of U.S. Citizenship.

• Portable Electronic Devices (PEDs) policy outlined, with restrictions in certain areas.

• Access to Classified Information or Spaces requires minimum security clearance.

• Specific requirements for Restricted Data (RD) and red NAVSEA badges.

• Controlled Unclassified Information (CUI) handling procedures.

• "Seated" contractors have specific check-in and training requirements.

• Option to allow NPTU to continue rental in one-month increments, with potential for additional 30-day increments at government discretion.

• Government reserves the right to return the unit at any time prior to expiration of the rental period, with prorated costs.

• Government agrees to provide 24 hours' notice for return of unit prior to expiration.
