This solicitation is for temporary lodging services for U.S. Coast Guard personnel at the USCG Port Security Unit 307 in Clearwater, FL. The services are for Reserve Individual Training (IDT) periods.

• Lodging: Provision of berthing (lodging) services.

• Room Types: Requires both double occupancy rooms (two separate beds for two individuals) and single occupancy rooms.

• Ancillary Services: Free Wi-Fi, free breakfast, and refrigerators in all rooms are required. Room cancellation deadline is 24 hours before the day of stay.

• Facility Standards: Hotels must meet specific standards, including a 3-diamond AAA rating or 3-star hotel class or higher with a 4.2+ Google star rating. Facilities must have accessible internal hallways, 24/7 front desk staffing, be meticulously cleaned, and free from loud noise or ongoing renovations. Pest control is also required.

• Contract Type: Firm Fixed Price Purchase Order (FFPPO).

• Period of Performance: Base Year: July 10, 2026 - June 30, 2027. Option Year 1: July 1, 2027 - June 30, 2028.

• Estimated Room Nights: Base Year: 1,825 room nights. Option Year: 1,885 room nights.

• Flexibility: The total number of rooms and room nights may fluctuate by up to 15% monthly due to operational needs.

• Evaluation: Offers will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis. Technical capability and understanding will be evaluated first (Acceptable/Unacceptable), followed by price for technically acceptable offers.

• Offeror Agreement: Offerors must agree to hold prices firm for 60 calendar days.

• Set-Aside: This acquisition is set aside for Small Business (100%).

Statement of Work (SOW)

To procure temporary lodging for U.S. Coast Guard personnel.

• Provide temporary lodging services for Reserve IDT (Inactive Duty Training) from July 10, 2026, to June 30, 2027, with an option for July 1, 2027, to June 30, 2028.

• The primary performance location must be within 5 miles of 15100 Rescue Way, Clearwater, FL 33762.

• All personnel must be housed in a single hotel location.

• Specific room types (double occupancy and single occupancy) and anticipated dates of usage are detailed for each month within the primary performance period and the option year.

• The total number of rooms and room nights may fluctuate by up to 15% monthly, which will not constitute a breach of contract.

• Rooms must be non-smoking.

• Free Wi-Fi and free breakfast are required.

• All rooms must include a refrigerator.

• Room cancellation deadline is 24 hours before the day of stay.

• Parking charges, if applicable, must be included in the price quote.

• A dedicated support POC/team is recommended.

• Hotel facilities must meet a 3-diamond AAA rating or 3-star hotel class or higher, with a Google star rating of 4.2 or higher.

• Facilities must have internal hallways with locked exterior doors accessible by key-holding guests.

• A 24/7 front desk attendant is required.

• Rooms must be clean, well-maintained, and free of mold/mildew smells.

• Drains and door locks must be in good working order.

• Hotels must not have ongoing renovations during the period of stay.

• Regular pest control is required.

• Primary Period: July 10, 2026 - June 30, 2027

• Option Year: July 1, 2027 - June 30, 2028

• The contract will be a Firm Fixed Price Purchase Order (FFPPO).

• Payment via Electronic Funds Transfer (EFT).

• Contractor must meet FAR 52.204-7 (SAM Registration) and FAR 52.212-4 requirements.

• Government will not pay for: Telephone, Premium TV/Movie Service, Internet Service, Room Service, Restaurant Charges, Honor Bar, or Laundry.

• The Government is exempt from Federal, State of Florida hospitality, and local taxes.

• US Coast Guard and its members do not pay for parking.

• Invoicing is required once reservation stay or weekly, whichever is shorter, via Direct Deposit Net 30 (Net 15 possible for Small Business concerns) through the Invoice Processing Platform (IPP).

Wage Determination

This document, Wage Determination No. 2015-4571, Revision No. 29, establishes the minimum wage rates and fringe benefits required for various occupations under the Service Contract Act for contracts performed in Hernando, Hillsborough, Pasco, and Pinellas Counties, Florida. It is effective as of the date of last revision, May 13, 2026.

• Applicability: This wage determination applies to service contracts covered by the Service Contract Act.
