Statement of Work (SOW)

To procure temporary lodging for U.S. Coast Guard personnel during Reserve Drills.

• Provide lodging services for Coast Guard personnel.

• The period of performance is from June 25, 2026, to May 16, 2027.

• Total rooms required: 30 single occupancy and 280 double occupancy rooms.

• Total room nights: 930.

• The Coast Guard will provide berthing rosters 21 days prior to check-in, with potential monthly fluctuations of up to 15% in room numbers or room nights.

• Specific room types and dates are detailed for June 2026, August 2026, September 2026, October 2026, November 2026, January 2027, February 2027, March 2027, April 2027, and May 2027.

• Definition of "double occupancy room": A room with two separate beds for two adults. Bunk beds, pull-out beds, wall beds, murphy beds, sofa beds, or converted sofa beds are not acceptable substitutes for actual beds.

• Definition of "Single Occupancy Rooms": Only one member accommodated per room.

• Facilities must meet the Hotel and Motel Fire Safety Act of 1990.

• Facilities must have a minimum rating of three stars (Mobile Travel Guide), three diamonds (AAA), or a 3-star hotel class rating.

• Room entrances must be accessible via internal hallways with locked exterior doors, accessible only by key-holding guests.

• Berthing facilities lobby must be staffed 24/7 by a front desk attendant.

• Rooms must be clean and well-maintained upon check-in.

• Rooms must not have continuous loud noise (e.g., highways, live music, construction).

• Period of Performance: June 25, 2026 - May 16, 2027.

• Place of Performance: Within 10 miles of San Francisco International Airport (SFO), CA 94128. This includes the cities of San Bruno and South San Francisco.

• All rooms must be non-smoking.

• Room cancellation deadline is 24 hours before the day of stay.

• Parking charges, if applicable, must be included in the price quote, assuming each individual has a vehicle.

• The facility must not participate in any government-funded low-income housing programs, permanent supportive housing initiatives, homeless services programs, or receive subsidies for housing low-income or homeless tenants.

• The contract will be a Firm Fixed Price Purchase Order (FFPPO).

• Payment will be made via Electronic Funds Transfer (EFT).

• Contractor must meet requirements in FAR 52.204-7 (SAM Registration) and FAR 52.212-4.

• The Government is exempt from Federal, State of California, and local taxes.

• The Government will not pay for additional charges such as telephone, premium TV/movie service, internet service, room service, restaurant charges, honor bar, or laundry.

• Personally charged services are the responsibility of individual Coast Guard members.

• Invoicing: Submit invoices via the Invoice Processing Platform (IPP) at https://www.ipp.gov/. Direct Deposit Net 30 payment terms apply; Net 15 may be possible for Small Business concerns.

Solicitation / RFP / RFQ

This solicitation is for temporary lodging services for U.S. Coast Guard Reserve Drills for the USCG Port Security Unit 312. The service is needed to provide lodging for Coast Guard personnel.

• Lodging Capacity: 30 single occupancy rooms and 280 double occupancy rooms, totaling 310 rooms.

Wage Determination

This document is a Wage Determination (WD 2015-5637, Revision 31) issued by the U.S. Department of Labor, Employment Standards Administration, Wage and Hour Division. • Executive Order 13658 (Minimum Wage): For contracts awarded between January 1, 2015, and January 29, 2022 (and not renewed/extended after January 30, 2022), contractors must pay covered workers at least $13.30 per hour (or the applicable wage rate from this determination, if higher) for work performed in 2025. This rate is subject to annual adjustment.
• Health & Welfare Benefits:
  • Standard: $5.55 per hour, up to 40 hours/week ($222.00/week or $962.00/month).
  • EO 13706: $5.09 per hour, up to 40 hours/week ($203.60/week or $882.27/month) - applicable when compensating employees for SCA-covered contracts also covered by EO 13706.
• Vacation: 2 weeks paid vacation after 1 year of service, 3 weeks after 5 years, and 4 weeks after 12 years.
• Holidays: A minimum of eleven paid holidays per year are required.
• Hazardous Pay Differential: An 8% differential applies to work involving a high degree of hazard with ordnance, explosives, and incendiary materials. A 4% differential applies to work with a low degree of hazard in similar materials.
• Uniform Allowance: Contractors must furnish uniforms or reimburse employees for their cost, including maintenance ($3.35/week or $.67/day), unless "wash and wear" materials are used and no special cleaning is required.
