This document outlines market research questions from the government to interested contractors regarding a potential service acquisition. It also references an attached Draft Performance Work Statement (PWS).

• Contractors are asked to provide their socioeconomic status (e.g., small business, SDVOSB, VOSB) and SAM registration status.
• Company legal name and Unique Entity ID (SAM) number are required.
• A primary point of contact with contact details is needed.
• Contractors must confirm their capability to perform the services outlined in the draft PWS and may need to provide an authorization letter from GE Healthcare Inc.
• Information on similar past projects (government and commercial) is requested.
• Specific questions address the Limitations on Subcontracting requirement (FAR 52.219-14 and FAR 52.219-27), asking which services will be performed by the prime contractor's personnel and which might be subcontracted, along with the anticipated subcontractor percentage.

Failure to provide the requested information (items 1-6) will result in the response being considered non-responsive. The government will use this information to determine its business type decision. Contractors must be registered in SAM. The response deadline is May 27, 2026, 12 PM PST. This is not a solicitation or commitment to award a contract.

Solicitation / RFP / RFQ

This is an Intent to Sole Source Notice for commercial items, announcing the Department of Veteran Affairs, Network Contracting Office (NCO) 21's intent to award a contract for Calibration of TempTrak Sensors for VA Fresno. The procurement is being conducted under FAR Subpart 5.2, Synopses of Proposed Contract Actions. The government anticipates awarding a firm-fixed price contract.

• Calibration of TempTrak Sensors for VA Central California Health Care System (VACCHCS).

• The attached document "PWS - TempTrak Calibrations - Final" provides further details on the Performance Work Statement.

• The government may use noncompetitive (sole source) procedures authorized in VAAR 819.7008 (DEVIATION) or VAAR 819.7009 (DEVIATION) up to $5,000,000.

• Sole source awards may be made to a certified service-disabled veteran-owned small business if it is the only responsible source.

• The intended awardee is TrillaMed LLC.

• Interested parties may express their interest by completing the attached Market Research Questionnaire and returning it to Shaneldylana.Pagaragan@va.gov no later than 12:00 PM PST on 05/27/2026.

• Respondents must include Solicitation Number 36C26126P0728, Notice of Intent in the subject line.

• Verbal and facsimile responses will not be considered.

• No telephone calls will be accepted.

• If no viable responses are received by the deadline, NCO 21 shall negotiate solely with TrillaMed LLC.

• A determination to compete the requirement will be based on responses received and is solely within the government's discretion.

• Interested parties must be registered with the System for Award Management (SAM) at https://sam.gov/SAM/ to be eligible for award.

• This announcement constitutes the only notice of intent to sole source and synopsis of proposed action.

Statement of Work (SOW) / Performance Work Statement (PWS)

To obtain annual calibration services for TempTrak sensors and probes to meet and sustain regulatory requirements for monitoring mission-critical areas for Temperature and/or Humidity.

• Provide management, supervision, labor, parts, reference standards, testing materials, tools, shipping, and transportation for NIST/ISO 17025-compliant calibrations.

• Calibrate approximately 193 active sensors and 31 probes across four VA locations: VA Central California Health Care System (Fresno), and CBOCs in Oakhurst, Merced, and Visalia.

• Equipment to be calibrated includes TempTrak sensors, simulators, and probes.

• Out-of-range equipment must be immediately reported to the Contracting Officer's Representative (COR).

• Calibration labels must be replaced with NIST/ISO 17025 compliant labels, including calibrator initials, date, expiration date, and sensor ID.

• Lapsed calibrations are unacceptable.

• Provide a summary report of work completed, individual calibration certificates, and a deficiency report for out-of-range equipment.

• Upload calibrated certificates to the online portal.

• Base year contract with up to four (4) one-year option years.

• Base Year: 6/1/2026 - 5/31/2027

• Option Years 1-4: 6/1/2027 - 5/31/2031

• Performance locations include Fresno, CA, and CBOCs in Oakhurst, Merced, and Visalia.

• Contractor must have a minimum of two (2) years of experience calibrating Temptrak equipment in compliance with NIST/ISO 17025 requirements.

• Contractor must be certified to calibrate Temptrak Sensors and Probes in accordance with NIST/ISO 17025.

• Technicians must have Journeymen experience levels.

• All personnel must consent to background checks.

• Employees must have proper credentials to work in the United States.

• Contractor personnel must present a neat appearance and be easily recognized.

• Contractor must provide a Contract Manager responsible for quality control.

• Contractor must provide all necessary Personal Protective Equipment (PPE) and ensure employees are trained on its use.

• Contractor must comply with OSHA, EPA, NFPA, and other regulatory requirements.

• Contractor must provide written certification of negative TB screening for employees working in patient care areas.

• Invoices must be submitted electronically within 10 days post-calibration.
