Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The U.S. Army Contracting Command-New Jersey is conducting market research via a Sources Sought Notification (SSN) for an autonomous Terrain Shaping (TS) capability. This effort supports a bilateral U.S./UK project to develop systems for delivering, deploying, and managing obstacles. An Industry Day was held on February 26-27, 2026. The government anticipates using DOD Ordnance Technology Consortium (DOTC) Other Transaction Agreements (OTAs) for prototyping, with a Request for White Papers targeted for early-April 2026. Responses to this SSN are due April 30, 2026.
Purpose & Scope
The government seeks an autonomous materiel solution to enhance battlefield effectiveness and Soldier safety by delivering, deploying, and managing obstacles. The objective is to identify, develop, integrate, and demonstrate a minimum viable autonomous TS capability within one year. Key desired characteristics include autonomous emplacement and delivery, safe passage, advanced networked kinetic effects, obstacle planning, and non-kinetic field effects. This SSN is for informational purposes only and is not a Request for Proposal (RFP).
Acquisition Strategy & Timeline
Prototyping will be solicited and executed through DOTC OTAs.
- Phase 1 (Months 1-12): Vendor-led prototyping and demonstration.
- Phase 2 (Months 13-24): Down-selection and system delivery to Transformation in Contact (TiC) units for soldier feedback and testing. A DRAFT Statement of Objectives (SOO) is being finalized; interested industry partners can request a copy for review and comment by emailing the Contracting Officer. Membership in the National Armaments Consortium (NAC) may be required to respond to future DOTC solicitations.
