Quick Summary

DLA MARITIME PUGET SOUND is soliciting proposals for a Surge Comparison Tester and associated accessories. This 100% Total Small Business Set-Aside opportunity seeks a functionally equivalent 12KV Surge Comparison Tester (similar to NSN 6625-01-663-9813 / Model DX12-RDS3RC) with a mandatory accessory port for specialized testing. The resultant award will be a firm fixed-price supply contract for delivery to Puget Sound Naval Shipyard IMF, Bremerton, WA. Offers are due by June 10, 2026, at 2:00 PM PDT.

Scope of Work

The procurement includes a Surge Comparison Tester and several critical accessories to support equipment testing. Key items are:

  • Line Item 1: Surge Comparison Tester (e.g., Baker DX R 12 KV) with three high voltage test leads. Must be functionally equivalent to METCAL-approved model DX12-RDS3RC and include a factory-installed accessory port for direct connection of a ZTX unit.
  • Line Item 2: Armature Accessory (ZTX/1-RC): A Baker ZTX Armature Test Surge Signal Transformer or equivalent (P/N 99-ZTX/1-RC), compatible with the main tester, for low-impedance coil testing. Includes an ATF 5000 Armature Test Fixture, connection clips, and footswitch.
  • Line Item 3: Test Probe Clips (84-028RC): Armature Low-Impedance Test Probe Clips or equivalent, compatible with the ZTX accessory and ATF 5000 fixture.
  • Line Item 4: System Interface Board (84-DXPPRC): A PPI board compatible with a 12 kV DX series tester, mandatory for integrating the ZTX Armature Test Accessory into the main tester. Vendors may offer "equal" products but must submit manufacturer specifications; bids without these for equals will be considered non-responsive. Item Unique Identification is required for items with a Government unit acquisition cost of $5,000 or more.
