Naval Sea Systems Command (NAVSEA), Norfolk Naval Shipyard (NNSY) intends to award a Firm Fixed Price (FFP) Single Award Contract for the complete overhaul, upgrades, and testing of the OA-9243A(V)3/SR Antenna Tilting Group (ATG). This procurement is for commercial items prepared in accordance with FAR Subpart 12.

• Overhaul, upgrades, and testing of OA-9243A(V)3/SR Antenna Tilting Group (ATG).

• Contract type: Firm Fixed Price (FFP) Single Award Contract.

• Period of Performance: To be determined.

• The solicitation is not yet available and will be posted to SAM.gov.

• Prospective Offerors are responsible for downloading their own copy and monitoring for amendments.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for the refurbishment of two (2) OA-9243A(V)3/SR Antenna Tilting Groups (ATGs).

• Complete overhaul, upgrades, and testing of the ATGs.

• Disassembly of ATGs.

• Repair and upgrade of components including brakes, limit switches, gear box, bumper stops, and junction box.

• Painting and powder coating of components in accordance with NAVSEA STANDARD ITEM (NSI) 009-32.

• Reassembly, alignment, adjustments, and operational testing.

• Specific tasks include motor refurbishment (bearing replacement, seal replacement, sandblasting, painting, powder coating, and brake hub upgrade), gearbox refurbishment (disassembly, bearing/ring replacement, sandblasting, powder coating, and assembly with new hardware), and handcrank assembly refurbishment (disassembly, bearing/washer/seal replacement, powder coating, and assembly with new hardware).

• Replacement of limit switch assemblies with upgraded parts.

• Refurbishment of pedestal and mast, including removal of ground bosses, installation of new ground bosses, sandblasting, and powder coating.

• Refurbishment of antenna support arm.

• Installation of upgraded main junction box, selector switch, and wiring harness.

• Installation of mast, handcrank assemblies, and filling gearbox with oil.

• Adjustment of limit switch cams and overtravel limit switch cams.

• Replacement or refurbishment of steel coupler mount.

• Installation of new safety, caution, and ID plates.

• All requirements are applicable to each unit provided by the contractor.

• Final, Post-Overhaul Acceptance Testing (I)(G) INSPECTION, as per NSI 009-04 (2.2), will be witnessed by NNSY.

• The contractor shall ensure satisfactory ATG operation and verify quality of work before ATGs depart the overhauling facility.

• A technical representative from NNSY will witness final, post-overhaul acceptance testing.

• Period of Performance: To Be Determined (TBD).

• Place of Performance: Implied to be the contractor's facility, with return to NNSY.

• Contractor shall provide two EA F-Condition OA-9243A(V)3/SR Antenna Tilting Group (ATG) "cores" for refurbishment.

• Use of 316 stainless steel hardware and specific part numbers as indicated.

• Adherence to NAVSEA Technical Manual EE110-LB-OMI-010 and OEM Technical Specifications.

• Use of anti-seize per MIL-T-22361 for specific screws.

• Powder coating/paint operations in accordance with NSI 009-32.

• Quality Management System as per NSI 009-04.

• Cleaning and Painting Requirements as per NSI 009-32.

Statement of Work (SOW)

To provide contracted service for the visual inspection and testing of all Electrical Personal Protective Equipment (EPPE) to ensure it is in full working order for Norfolk Naval Shipyard (NNSY).

• Provide electrical testing services for Government-owned EPPE, including insulating blankets, matting line hose, gloves, and sleeves.

• Services must be in accordance with the NAVSEA Occupational Safety, Health and Environment Control Manual for NNSY, Chapter 230-Electrical Safety Policy.

• Test EPPE for various classes based on voltage ratings (Class 00 to Class 2).

• Add identification numbers to electrical gloves as provided by Safety Repair.

• Testing and inspection must ensure EPPE is maintained in a safe and reliable condition.

• Materials will be tested and marked as identified in the policy.

• Testing and delivery of equipment must be completed within 4 weeks from pickup.

• Place of Performance/Delivery Location: Norfolk Naval Shipyard (NNSY).

• Period of Performance: Base Year 4/17/2026 – 4/16/2027, with four one-year option periods.

• Contractor must furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, and incidental engineering.

• Contractor must provide service pickups and subsequent delivery of EPPE, a minimum of 4 times per year.

• Government will furnish Arc-Flash Gloves, Blankets, and Mats.

• Security Requirements: Contractors are prohibited from bringing certain items onto federal property, including alcohol, illegal drugs, firearms, explosives, and weapons. Smoking is permitted only in designated areas. All contractors require a DBIDS card for access to NNSY. Portable Electronic Devices (PEDs) policies apply.

• Contractor must comply with the General Specifications regarding voltage classes for EPPE.

• Quantities to be serviced: up to 200 Insulating Blankets, up to 200 Insulating Switchboard Mats, and up to 4000 Insulating Gloves (including numbering).
