Quick Summary

The 2nd Range Operations Squadron, Vandenberg SFB CA, under the Department of the Air Force, intends to issue a sole-source procurement for PANDA BCU evaluation services. This Special Notice is not a request for competitive proposals, but the Government will consider proposals challenging the sole-source intent. Responses are due by May 14, 2026, 12 p.m. (PST).

Scope of Work

This requirement is for the evaluation and potential repair of three (3) failed Photo Sonics PANDA BCU (Bit Change Unit) computers. Key elements include:

  • Evaluating three failed PANDA BCU's.
  • Providing a detailed evaluation report listing failed components or software.
  • If repairable, providing costs to repair the complete chassis.
  • If unrepairable, recommending replacement components and/or ROM for integration with existing systems. Photo-Sonics Inc. has been identified as the sole manufacturer and provider of these items, citing proprietary software and unique system knowledge as justification for the sole-source approach.

Interested parties must submit an interest letter demonstrating their ability to provide an equivalent supply and a rationale. The decision not to compete this proposed contract action is solely at the Government's discretion.
