Statement of Work (SOW) / Performance Work Statement (PWS)

To provide delivery, transfer, and testing of potable water for small water systems at the Owl Canyon Campground, Afton Canyon Campground, and El Mirage Visitor Center.

• Water Delivery: Contractors must deliver and fill 2,000-gallon in-ground water tanks at Owl Canyon and Afton Canyon campgrounds, and refill a 1,000-gallon above-ground water tank at El Mirage Visitor Center.

• Water Testing: Conduct quarterly chemical and bacteriological water analysis. Samples must be collected by a technician approved by the California Department of Public Health, and analysis performed by a California Department of Public Health-approved laboratory.

• Remediation: Ability to remedy positive chemical or bacteriological water analysis results.

• Transportation: Provide proper transportation of potable water and testing materials. A 4-wheel drive or off-road vehicle may be required.

• Water delivery service must be completed within 2 hours of arrival at the site.

• Delivery and transfer must be completed within 2 business days of government request.

• Provide records of each water delivery and transfer upon request.

• Provide water testing results and chain of custody documentation to the COR within 24 hours of receipt.

• Notify COR immediately of positive chemical or bacteriological results.

• Performance will be evaluated, with two unsatisfactory inspections resulting in a 10% deduction.

• Period: One (1) Base Year of 12 months, with three (3) 12-month option years.

• Place: Owl Canyon Campground, Afton Canyon Campground, and El Mirage Visitor Center, Barstow Field Office, California.

• Equipment: Furnish potable water truck with off-road (4WD) capabilities, certified by the California Department of Health for potable water transport. Water must be from certified clean water sources.

• Personnel: Certified technicians required for water testing.

• Work Hours: Regular work hours are 7:00 am to 4:00 pm, Monday through Friday, excluding government holidays. Work outside these hours requires COR approval.
