Submission & Evaluation
Interested small businesses must submit a tailored capability statement via email to jan.welsh@hhs.gov with the subject line: "The State and Territory Child Care Capacity Building Center (STCBC)". The capability statement must be single-spaced, 11 pt. font minimum, in PDF or Word format, and not exceed 15 pages (including cover page and attachments). It must detail:
- Expertise and capability to staff, recruit, and retain personnel.
- Current in-house capability and capacity.
- Descriptions of up to three relevant projects (including customer, POC, contract value, period, services, and CPARS availability).
- Government contract vehicles, if applicable.
- A completed table provided in the notice.
