Quick Summary
The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Natick Contracting Division (NCD), on behalf of the Department of the Army, has issued a Call for Solutions (CFS) for Shipboard Isolation Systems (SIS). This initiative seeks innovative prototypes to mitigate, contain, and prevent the spread of communicable diseases, including biological warfare agents, on U.S. Navy and U.S. Air Force vessels. The government intends to award multiple Prototype Other Transaction (OT) Agreements under 10 U.S.C. § 4022. Solution Briefs are due May 19, 2026, at 4:00 PM EST.
Scope of Work
The SIS must provide temporary isolation or quarantine capabilities for personnel on board ships. Key prototype requirements include:
- Biocontainment: Maintain negative pressure (threshold -2.5 Pa), achieve HEPA-equivalent filtration (99.97% at 0.3 microns), and ensure at least 12 Air Changes per Hour (ACH).
- Physical Attributes: Operational size to fit an ICU bed, person-portable components (max 50 lbs each, 200 lbs total stored system), 120v power with a 60-minute battery backup.
- Adaptability: Shipboard adaptability, including securing provisions for D-rings, MIL-STD-2073-1 packaging, and watertight storage (fitting through 26"x66" doors).
- Regulatory: Achieve FDA 510(k) clearance or marketing authorization for follow-on production.
- Data: Provide Government Purpose Rights (GPR) for technical data and software.
Contract Details
- Type: Prototype Other Transaction (OT) Agreements under 10 U.S.C. § 4022.
- Phased Approach: Up to three initial prototype awards for Phase I (delivery of up to 15 prototypes within 90 days). A downselect will occur, with selected contractors proceeding to Phase II (delivery of up to 15 prototypes within 60 days). Each phase is anticipated to last up to one year.
- Follow-on: Successful completion may lead to a single follow-on production contract for up to 150 systems without further competition.
- Set-Aside: None specified, but significant participation from non-traditional defense contractors and/or small businesses is encouraged.
Submission & Evaluation
- Submission Deadline: May 19, 2026, 4:00 PM EST.
- Submission Method: Email two separate PDF files ("Solution Brief" max 15 pages, "Supporting Data Package" no page limit) to christine.m.halamoutis.civ@army.mil and peter.w.stahley.civ@army.mil.
- Evaluation: Solution Briefs will be assessed based on the demonstrated ability to meet prototype criteria, supported documentation, and participation from non-traditional defense contractors and/or small businesses. Up to three offerors will be invited to submit full proposals (RSP), which will be evaluated on performance, technical maturity, and item cost.
