• The offer must be organized into two volumes: Volume I (Price & Offer Documentation) and Volume II (Technical), each with a 25-page limit.

• Pricing information is strictly limited to Volume I; any pricing data in other volumes will be removed and disregarded.

• Specific formatting requirements for pages (8.5 x 11 inches, single-spaced, font size 10, 1-inch margins).

• The cover letter for Volume I must include CAGE code, DUNS number, Tax ID, and contact information for authorized individuals, along with a statement that the offer is valid for 90 days.

• Proof of SBA 8(a) BDP participation is required if applicable.

• Signed copies of SF 30 (if applicable) and completed Provisions, Representations, Certifications, Acknowledgements, and Other Statements of Offerors are required.

• The Pricing Schedule (Attachment 2) must be completed fully, with unit prices, extended prices, and total prices verified. Decimal points are limited to two digits, with any beyond rounded down. The Pricing Exhibit/Attachment must be submitted as both PDF (signed) and Microsoft Excel (editable) files.

• The Technical Volume must demonstrate capability to meet PWS requirements, including a Quality Control Plan (QCP), Scheduling/Staffing Methodologies, and a list of Equipment and Supplies.

This document outlines the Terms and Conditions for a pre-priced Blanket Purchase Agreement (BPA) related to recurring alterations for the Thunderbirds, as specified in the PWS/SOW.

• Agreement Type: Pre-priced BPA for recurring alterations.
• Extent of Obligation: Government obligation is limited to authorized purchases.
• Pricing: Must be equal to or lower than the supplier's most favored customer pricing for comparable quantities and terms, with potential prompt payment discounts.
• Purchase Limitations: Individual Call Orders are capped at $25,000.00 unless approved by a Contracting Officer. The BPA term is limited to 5 years.
• Authorized Purchasers: A list of authorized individuals and their dollar limitations will be provided after award.
• Delivery Tickets: Required for all deliveries, containing specific information (Supplier Name, BPA Number, Date, Purchase Number, Itemized List, Quantity/Price, Delivery Date).

• Voluntary Price Reductions (VPR): May be offered without written approval.

• Payment: Government Purchase Credit Card (GPC) for calls up to $25,000.00; WAWF for calls over $25,000.00.

Statement of Work (SOW) / Performance Work Statement (PWS)

To establish a Blanket Purchase Agreement (BPA) for uniform alteration requirements for the USAFADS "Thunderbirds" squadron.

This SOW details the services required for making alterations and repairs to Thunderbird duty uniforms and show suits. Specific tasks include:

• Adjusting sleeve length, body, and waistbands of shirts and pants.

• Sewing creases into sleeves and pants.

• Applying/removing rank insignia, Thunderbird logo patches, and Velcro.

• Sewing front pockets down on pants.

• Repairing serviceable uniform items deemed minor by the alterations professional.

• Applying/removing Velcro on flight suits.

• Removing pen/knife pockets from flight suits.

• Sewing rank sets onto flight suits and show uniforms.

• Location: USAFADS Thunderbirds Building 292, 4445 Tyndall Ave., Nellis AFB, NV, 89191.

• Turnaround Time: Alterations must be completed no longer than one week from the time the customer drops off the item.

• Pick-up/Drop-off/Sizing/Pinning: Performed at the Thunderbirds building every Tuesday at 1400 hours (excluding Federal holidays).

• Coordination: Seamstress must coordinate all drop-off and delivery times with an authorized individual.

• Documentation: All work requirements must be documented and agreed upon at drop-off.

• Personnel List: A list of authorized personnel requesting alterations will be provided by Thunderbird 10 (USAFADS/CCE).

• Qualifications: Seamstress must conform to military standards per AFI36-2903 and Thunderbird-specific guidance.

• Security: The seamstress is responsible for the physical security of materials and work.

• Product Damage: The seamstress is responsible for any damage to products and must repair it to the satisfaction of the Contracting Officer at no cost to the Government.

• Safety: The seamstress must ensure a safe working environment.

Amendment / Modification

This document, "Addendum 52.212-2 Evaluation Factors for Award," serves as Attachment 5 to the solicitation, dated May 29, 2026. It details the evaluation factors for awarding a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract for commercial items.

• Price Evaluation: Proposals will be assessed for completeness, unbalanced pricing, fair and reasonableness, and Total Evaluated Price (TEP). The TEP calculation includes all ordering periods and a potential six-month extension under FAR 52.217-8.
• Technical Evaluation: This will be conducted on an Acceptable or Unacceptable basis. Offerors must demonstrate the capability to meet PWS requirements. The evaluation will consider:
  • Compliance with the PWS and solicitation.
  • Understanding of the PWS and solicitation requirements.
  • Compliance and understanding applied to specific subfactors.

1. Quality Control Plan (QCP): Must address processes for tracking compliance, correcting violations, and monitoring the inspection system.
2. Scheduling/Staffing Methodologies: Requires an annual schedule identifying facilities and approximate cleaning times, demonstrating an understanding of services and an appropriate staffing plan.
3. Equipment and Supplies: Requires a detailed list of all equipment and supplies to fulfill contract requirements.

• The contract will be awarded to a responsible offeror who submits a proposal conforming to requirements, with the lowest TEP (provided it's not unbalanced and is fair/reasonable), and receives an "Acceptable" technical rating.
• The Government will first perform price evaluation, then technical evaluation.
• The Government may conduct discussions if deficiencies or uncertainties are identified and deemed rectifiable.
• The Government reserves the right to create a competitive range.
