Scope of Work

The contractor shall provide alterations and repairs to various uniform items. Key tasks include:

  • Adjusting sleeve length, body, and waistbands for shirts and pants.
  • Sewing creases into sleeves and pant legs.
  • Applying/removing rank insignia, Thunderbird logo patches, and Velcro.
  • Sewing front pockets down on pants.
  • Minor repairs to serviceable uniform items.
  • Applying/removing patches and sewing rank sets on fleece/blue jackets and flight suits.

Performance will take place at USAFADS Thunderbirds Building 292, 4445 Tyndall Ave., Nellis AFB, NV, 89191. A maximum one-week turnaround time is required for alterations. Pick-up, drop-off, sizing, and pinning sessions are scheduled for Tuesdays at 1400 hours (excluding Federal holidays) at the Thunderbirds building.

Contract Details

  • Contract Type: Five-year Blanket Purchase Agreement (BPA).
  • Set-Aside: Total Small Business Set-Aside (FAR 19.5).
  • NAICS Code: 315210 - Cut and Sew Apparel Contractors.
  • Place of Performance: Nellis Air Force Base, Las Vegas, NV.
  • BPA Terms: This is a pre-priced BPA. Individual Call Orders are capped at $25,000 unless approved by a Contracting Officer. Payment for calls up to $25,000 will be via Government Purchase Credit Card (GPC), while calls over $25,000 will use Wide Area Workflow (WAWF).

Submission Requirements

Proposals must be submitted via email to addlene.williams.6@us.af.mil by June 15, 2026, 9:00 AM PST. The email subject line must be "BPA Thunderbirds Alterations". Offers must remain valid for 90 days.

The proposal must be organized into two volumes, each with a 25-page limit:

  • Volume I (Price & Offer Documentation): Includes a completed Pricing Schedule (Attachment 2) submitted as both a signed PDF and an editable Excel file. The cover letter must contain CAGE code, DUNS number, Tax ID, contact information, and a statement of 90-day offer validity. Signed SF 30 (if applicable) and completed provisions/representations/certifications are also required.
  • Volume II (Technical): Must demonstrate capability to meet Performance Work Statement (PWS) requirements, including a Quality Control Plan (QCP), Scheduling/Staffing Methodologies, and a detailed list of Equipment and Supplies.

Offerors must be registered and active in the System for Award Management (SAM) database with no exclusions prior to contract award.

Evaluation Factors

Award will be made to the responsible offeror who submits a proposal conforming to requirements, has the lowest Total Evaluated Price (TEP), and receives an "Acceptable" technical rating.

  • Price Evaluation: Assesses completeness, unbalanced pricing, fair and reasonableness, and the TEP, which includes all ordering periods and a potential six-month extension.
  • Technical Evaluation (Acceptable/Unacceptable): Evaluates compliance and understanding of the PWS and solicitation, specifically focusing on the Quality Control Plan, Scheduling/Staffing Methodologies, and Equipment and Supplies.
