Quick Summary

The Department of the Navy, NSWC Dahlgren, has issued an Award Notice for a sole-source, firm-fixed-priced contract to Northrop Grumman Corporation for Multi Link Software subscriptions. These subscriptions are essential to support existing servers manufactured by Northrop Grumman, ensuring the continued operation of the Multi Link System Test and Training Tool (MLST3).

Scope of Work

The award covers forty (40) Multi Link Software subscriptions, specifically part number 172-DSS-ML. Delivery is expected within two (2) weeks after order receipt.

Contract Details

  • Type: Firm-Fixed-Priced, Sole Source
  • Awardee: Northrop Grumman Corporation
  • Set-Aside: None (Sole Source)
  • Funding: Fiscal Year 2026 Other Procurement, Navy (OPN) and Research Development Test & Evaluation (RDT&E)
  • Award Notice Published: March 27, 2026

Justification for Sole Source

The Naval Sea Systems Command, Naval Surface Warfare Center, Dahlgren Division (NSWCDD) justified this sole-source action because Northrop Grumman Corporation is the Original Equipment Manufacturer (OEM) of the servers and the associated proprietary Multi Link software. These subscriptions are replacements for existing licenses. Procuring from any other vendor would necessitate a complete system redesign, incurring significant additional costs, resources, and unacceptable delays estimated at 18-24 months. Market research confirmed no other vendors could meet these specific requirements.

Future Competition

NSWCDD currently has no plans to compete future contracts for these specific supplies/services, but will reassess if potential alternative sources emerge.
