Justification for Sole Source
The Naval Sea Systems Command, Naval Surface Warfare Center, Dahlgren Division (NSWCDD) justified this sole-source action because Northrop Grumman Corporation is the Original Equipment Manufacturer (OEM) of the servers and the associated proprietary Multi Link software. These subscriptions are replacements for existing licenses. Procuring from any other vendor would necessitate a complete system redesign, incurring significant additional costs, resources, and unacceptable delays estimated at 18-24 months. Market research confirmed no other vendors could meet these specific requirements.
Future Competition
NSWCDD currently has no plans to compete future contracts for these specific supplies/services, but will reassess if potential alternative sources emerge.
