Submission & Evaluation

Submissions must be in writing via email to Adam Graham (adam_graham@fws.gov) and presented in two volumes: Volume I (Price) and Volume II (Technical). The technical volume should demonstrate understanding of requirements, construction approach, relevant experience, project schedule, and compliance. Evaluation will follow a Lowest-Priced Technically Acceptable (LPTA) methodology. Award will be made to the responsible offeror whose quotation is the lowest evaluated price, technically acceptable, and meets all solicitation requirements. No tradeoffs between price and non-price factors will be performed. Offers must remain valid for 90 calendar days.
