Quick Summary

The US Fish and Wildlife Service (FWS) is soliciting proposals for the construction of a post-frame metal carport at the Erwin National Fish Hatchery in Erwin, TN. This acquisition is a 100% Small Business Set-Aside. Proposals are due by March 2, 2026, at 11:00 AM local time.

Scope of Work

This opportunity requires the delivery, installation, and construction of a new 24' x 40' x 10' post-frame metal carport with a single-slope roof (2/12 pitch). Key requirements include site preparation, installation, structural framing, metal roofing, trim, gutters, downspouts, and a finished steel soffit. The structure must comply with Government-approved color, building codes, safety standards, and structural requirements. Attachment 1 provides the detailed Statement of Work (SOW), specifying components like treated posts, headers, girts, and a comprehensive trim package. Exclusions typically include concrete slab, electrical, plumbing, HVAC, interior finishes, and site grading beyond post holes.

Contract Details

This is a Firm-Fixed-Price contract. The period of performance is 10 calendar days to commence after notice to proceed, with completion required within 130 calendar days. Performance and payment bonds are not anticipated. The acquisition is a 100% Small Business Set-Aside under NAICS Code 236220 (Commercial and Institutional Building Construction), utilizing Simplified Acquisition Procedures (FAR Part 13) and construction procedures (FAR Part 36).

Submission & Evaluation

Offers are due by March 2, 2026, at 11:00 AM local time. Submissions must be in writing via email to Adam Graham (adam_graham@fws.gov) and presented in two volumes: Volume I (Price) and Volume II (Technical). The technical volume should demonstrate understanding of requirements, construction approach, relevant experience, project schedule, and compliance. Evaluation will follow a Lowest-Priced Technically Acceptable (LPTA) methodology. Award will be made to the responsible offeror whose quotation is the lowest evaluated price, technically acceptable, and meets all solicitation requirements. No tradeoffs between price and non-price factors will be performed. Offers must remain valid for 90 calendar days.

Key Updates & Clarifications

Amendment 1 (posted February 24, 2026) added Attachment 3, which contains the Government's responses to vendor questions. The timeline for submitting questions has ended. Clarifications include that the carport should be a post-frame metal structure, primarily steel, with R-paneling (standing seam or corrugated metal) for roofing, chosen to align with climate-specific performance. The final color will be selected to match existing dark brown buildings. Bidders must also adhere to the DOL Wage Determination TN20260197 for Carter and Unicoi Counties, TN, for accurate labor cost calculations.
