The U.S. Army Corps of Engineers (USACE), Walla Walla District, is soliciting proposals for Invasive Vegetation Removal Services at the Toothaker Habitat Management Unit (HMU) in Finley, Washington. This Total Small Business Set-Aside opportunity aims to prepare approximately 6.25 acres for native habitat restoration. Services include mechanical vegetation removal and subsequent herbicide applications. Offers are due March 26, 2026, at 7:00 PM ET.

Scope of Work

Special care is required to avoid felling trees or dropping limbs into the Columbia River in the shoreline area. Equipment must be capable of operating in uneven terrain and over small creeks.
  • Herbicide Application: Treatment of cleared areas to prevent resprouting. Applications will occur in spring and summer of 2026 and 2027, with up to three treatments per year, spaced one month apart. Contractors must avoid new native vegetation plantings scheduled for November 2026. All herbicide applications and reporting must adhere to the Walla Walla District's Integrated Pest Management Plan (IPMP).
