Solicitation / RFP / RFQ

This solicitation seeks proposals for Tower Inspection Maintenance and Repair services. The contract will be awarded to the responsible Offeror whose offer is most advantageous to the Government, considering price and other factors.

• Annual Inspections: Base year and option years for annual inspections of towers and platforms.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) defines the requirements for safety inspections and on-call repair work for multiple towers and structures located at Tobyhanna Army Depot (TYAD).

• Perform full tower maintenance services on five (5) towers/structures in compliance with TIA 222-H code, manufacturer recommendations, and applicable laws/regulations.

• Tasks include one-time repairs, regularly scheduled inspections (Firm Fixed Price), and unscheduled remedial on-call repairs (Time & Material).

• The number of towers/platforms may change during the period of performance.

• Services must be performed to the standards outlined in the contract.

• A Quality Control Program (QCP) must be developed and maintained by the contractor.

• Government will evaluate performance using a Quality Assurance Surveillance Plan (QASP).

• Period of Performance (PoP): One (1) Base Year of 12 months and two (4) 12-month option years.

• Place of Performance: Throughout Tobyhanna Army Depot, Tobyhanna, PA 18466.

• Hybrid contract type: Firm Fixed Price for inspections, Time & Material for repairs.

• Contractor personnel require a completed background check and must maintain unescorted access.

This document is Attachment II, a Pricing Sheet, which must be included as part of the offeror's submission for the Tower/Platform Inspection & Repair opportunity (W51AA126QA037).

• Contract Line Item Numbers (CLINs): The sheet outlines CLINs for Base Year through Option Year 4, covering both Firm-Fixed-Price (FFP) Tower/Platform Inspections and Time & Materials (T&M) On-Call Repairs.

Amendment / Modification

This amendment (0001) to solicitation W51AA1-26-Q-A037, dated 07 May 2026, makes the following updates:

• Wage Rate Determination: Updates to the current wage rate determination.

• FAR Clause 52.222-42: Modifications to the "Statement of Equivalent Rates for Federal Hires" clause (May 2014).

• FAR 52.212-1 Addendum: Updates to the "Instructions to Offerors" addendum.

• Wage Rates: Information regarding prevailing wage rates is updated. Prevailing wage rates can be found on the Service Contract Act side of SAM.gov and are referenced in Department of Labor (DOL) Service Contract Act Wage Determination No: 2015-5797, Revision No: 31, Dated 04/29/2026.

• Contract Clauses: FAR clause 52.222-42, "Statement of Equivalent Rates for Federal Hires," has been modified. The clause now states that for WG-11, the rate is $37.41.

• Attachments: The URL for "Attachment III- Addendum to FAR 52.212-1, Instructions to Offerors" has been updated from 14220484 to 14458893. The page count for this attachment has changed from a previous value to 'none'.

• The amendment updates the wage rate determination and instructions to offerors, which may impact proposal preparation.

• All other terms and conditions of the original solicitation remain the same.
