Scope of Work / Key Objectives
Offerors must propose solutions addressing the objectives outlined in the updated Statement of Objectives (SOO Amendment 1 March 2026). Key areas include:
- High-fidelity simulation: Deliver training for any FAA-operated Air Traffic Control Tower (ATCT).
- Realistic virtual pilots: Replace human Remote Pilot Operators (RPOs) with AI-driven virtual pilots.
- Digital repository: Create an online repository for Visual Databases (VDBs) and training scenarios.
- Remote instructor participation: Enable instructors to perform supervisor roles remotely.
- Automated student evaluation: Provide objective, automated performance evaluation and feedback.
- Rapid VDB & Scenario Development: Accelerate VDB modification (10 days for changes, 30 for new) and training scenario development (5 days for changes/new).
- Installation Timeline: Complete all TSS E2 installations at 102 sites by May 2028.
- Technical Approach: Utilize open standards, modular architecture, COTS hardware, and comply with FAA standards, FISMA (low-impact), FedRAMP (cloud), FAA ICAM, and Zero Trust standards. The FAA is seeking a complete hardware and software solution.

The FAA seeks the best value, considering strengths, weaknesses, and risks. Non-government personnel from Guidehouse Inc., LS Tech, MITRE, and Peraton Inc. will assist in the evaluation.
Contract & Timeline
This is a multi-phase acquisition. The anticipated contract award date is late FY26. This RCP does not commit the FAA to a contract, and offerors are responsible for all costs incurred in preparing and submitting responses.
