Scope of Work
NUWC Keyport requires the supply of:
- TVA2020 Toxic Vapor Analyzer: One (1) each, intrinsically safe, portable field analyzer utilizing Flame Ionization Detection (FID) technology. Key specifications include 120 VAC 50/60 Hz, Bluetooth and GPS enabled, and certifications for hazardous environments (Class I, Division 1, Groups A,B,C,D T3; Class I, Zone 1, Ex db ib IIC T3 Gb; ATEX; IECEx). Equivalent products meeting minimum specifications are acceptable.
- Portable Calibration Kit: One (1) each, including carrying case, zero air cylinder, 100 PPM methane cylinder, 100 PPM isobutylene cylinder, Tedlar bags, and regulators.
- Hydrogen Filling Assembly: One (1) each, for safe refilling of the TVA2020 tank.
- Hydrogen Tank: One (1) each, for operation of the FID, used to store hydrogen fuel gas.
- Extended Warranty: A one-year manufacturer's extended warranty is also required.
All items are to be delivered FOB Destination to NUWC Keyport, WA 98345-7610.

Submission & Evaluation
Offerors must completely fill out the attached solicitation (RFQ N0025326Q7012) and return it via email. Company quote forms will not be accepted; all vendor offer details must be documented within the RFQ. Offers must be submitted via email to naomi.n.newton2.civ@us.navy.mil. No paper copies will be accepted. Award will be made to the technically acceptable offer providing the best value, considering price and past performance (quality and delivery are equal sub-factors). Offers must meet or exceed specifications, and a trade-off analysis will be performed.
Additional Notes
The solicitation incorporates FAR and DFARS clauses by reference. Offerors must have a current registration and completed representations and certifications in the System for Award Management (SAM) at sam.gov. It is preferred that company terms and conditions not be included with quotes, as they may be inconsistent with federal law.
