TPP - SOFTWARE MAINTENANCE - TRIMBLE ACC

This is a combined synopsis/solicitation for commercial services, issued as a Request for Quote (RFQ). The U.S. Geological Survey (USGS) requires Brand Name Trimble Maintenance and Support. This announcement serves as the only solicitation; a separate written solicitation will not be issued.

• Trimble® Access maintenance and support – 12 months (quantity = 1)

• Trimble® R10-2 firmware update - 12 months (quantity = 1)

• CenterPoint RTX subscription - 12 months (quantity = 1)

• Items must integrate seamlessly with existing USGS UMESC Trimble® Equipment (R10-2 Receiver, TSC7 Controller, Base Station) and integrated equipment (SonTek M9, SonTek S5).

• All equipment must be NEW, authentic, manufacturer certified/warranted, and in original packaging. "Gray Market", counterfeit, refurbished, or resale items are not acceptable.

• Offerors must provide technical brochures or specifications, complete configuration (quantity, part numbers, descriptions) per line item to demonstrate compliance with minimum characteristics.

• Section 508 requirements for Information and Communication Technology (ICT) apply, including submission of an Accessibility Conformance Report (ACR) using the Voluntary Product Accessibility Template (VPAT).

• FISMA – Information Technology Security Requirements Summary applies, including background investigations, non-disclosure agreements, Privacy Act system compliance, training, personnel changes, contractor location, applicable standards (DOI SDLC, NIST SP 800-64), asset valuation, independent verification and validation (IV&V), certification and accreditation (C&A), internet logon banner, incident reporting, quality control, self-assessment, and vulnerability analysis.

This document is a Brand Name Justification for a new firm-fixed-price contract for Trimble software maintenance. The Department of the Interior, United States Geological Survey (USGS), plans to award this contract by means other than full and open competition, as permitted by FAR 13.106-1.

This justification explains the rationale for procuring Trimble software maintenance and support for the Upper Midwest Environmental Science Center's (UMESC) hydrographic and topographic survey workflows. The required services include:

• Trimble® Access software maintenance and support
• Trimble® R10-2 firmware update
• CenterPoint RTX subscription

The justification highlights that Trimble holds exclusive rights to the necessary firmware, software, and support, making alternative sources unable to legally or technically supply these services without requiring access to Trimble's proprietary intellectual property. Developing a competitive source would necessitate replacing the entire existing Trimble-based workflow, estimated at $200,000.00.

A sources sought notice was published, resulting in only one response from a small business, indicating no reasonable expectation that two or more small businesses can fulfill the requirement. Market research was also conducted through an authorized Trimble dealer. While UMESC continually evaluates software vendors, the current requirement necessitates Trimble for their specific instrumentation and workflows.
