This solicitation is for "TRAILER CHASSIS REPAIR SERVICE" for one (1) Norfolk Naval Shipyard (NNSY) owned trailer chassis. The service is to be performed per Attachment (A).

• Repair of one (1) NNSY owned trailer chassis.

• Service shall be performed per Attachment (A).

• Packaging of supplies shall be in accordance with ASTM-D-3951-18, Standard Practice for Commercial Packing.

• Hazardous material information and appropriate protective measures are detailed in Section H.

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: From 01 Jun 2026 to 31 May 2027.

• NAICS Code: 811121

• Size Standard: USD 9,000,000.00

• Offer Due Date: 26 May 2026, 10:00 AM.

• Evaluation Factors (in descending order of importance):

  • Technical Capability (meeting government requirement specifications, including Attachment A and item specifications).
  • Price.
  • Delivery Lead Time.

• Award will be made to the responsible Offeror whose offer is technically acceptable and results in the lowest aggregate price.

• Technical acceptability means the quote meets all identified requirements. Failure to meet any technical requirement makes the quote unacceptable.

• Prices will be evaluated for reasonableness.

• Proposed delivery time will be evaluated based on most advantageous to the Government.

• Offeror's proposed price will be held firm for sixty (60) days.

• This acquisition is set aside for Small Business.

• Attachments include: Attachment (A) SOW for Capabilities Inquiry, FAR 52.212-1 Addendum, and FAR 52.212-2 Attachment (A) - Technical Capabilities Statement.

• Electronic invoicing and payment instructions are detailed in Section G, utilizing Wide Area WorkFlow (WAWF).

• Access to NNSY requires compliance with the Defense Biometric Identification System (DBIDS).

Statement of Work (SOW) / Performance Work Statement (PWS)

To outline the requirements for repairing a trailer chassis provided by the Norfolk Naval Shipyard (NNSY).

• The contract begins on June 1, 2026, or upon award, and concludes when all repairs are finished.

• Work authorization will be provided via email by the NNSY Contracting Agent, Code 411. Work cannot commence before receiving this official notification.

• Only work specified in sections C and D is authorized. Any additional work identified must be brought to the attention of the NNSY Contracting Agent and Technical Point of Contact for evaluation and approval before proceeding.

• NNSY will provide one trailer chassis (ID: 9747476) to the vendor.

• The vendor must segregate the NNSY chassis from other vehicles and maintain all NNSY identification tags.

• Specific repairs include:

  • Completing all repairs within a 30-day window.
  • Repairing the front half of the frame (lower, right, and left sides).
  • Repairing a 4-inch rail by the tanker, replacing rusted holes with new metal.
  • Repairing the rear bumper and front cap, treating metal with rust-proofing material, and preparing for repairs.
  • Painting all repaired areas with rust-preventative paint that matches the existing chassis color.

• Contract begins June 1, 2026 (or time of award).

• Performance ends when all chassis repairs are completed.

• Defense Biometric Identification System (DBIDS) and NAVSEA Badging: All contractors require a DBIDS card for access to NNSY, unless they are permanent party with a Common Access Card (CAC).

  • Process involves completing SECNAV 5512 form(s), sponsor completing a CVS spreadsheet, vetting by Commander Navy region Mid-Atlantic (CNRMA), addition to the "179-Day List," and obtaining the DBIDS card at Pass and ID.
  • Green NAVSEA access badges can also be generated with proof of U.S. Citizenship.

• Portable Electronic Devices (PEDs):

  • PEDs are defined as non-stationary electronic apparatus (e.g., cell phones, laptops, tablets, smart watches).
  • Personally owned camera-enabled PEDs are authorized within the Controlled Industrial Area (CIA) and Security Islands, but prohibited in Controlled Nuclear Information Areas (CNIAs), Nuclear Work Areas (NWAs), and Open Storage Areas.
  • All PEDs are prohibited in NWAs and Open Storage Areas.
  • Unofficial photography, filming, or live streaming from PEDs is prohibited within the CIA.
  • Audio recordings in NAVSEA spaces require approval from the Code 1120 Security Director.
  • Submarine SPECIFIC PEDs Instructions: Use of PEDs on Department of Navy Submarines is prohibited.

Amendment / Modification

This document provides additional instructions and information related to FAR 52.212-1, "Instructions to Offerors – Commercial Items." It specifies that the following information shall be received by NAVSEA Service Contracts Division, Norfolk Naval Shipyard, no later than the solicitation's closing date.

• Award Procedures: The requirement will be awarded using Federal Acquisition Regulations FAR Part 12 – Acquisition of Commercial Items and FAR Subpart 13, Simplified Acquisition Procedures.
• Quotation Submission:
  • Interested vendors should send quotations via email to michelle.r.augustus.civ@us.navy.mil.
  • Proposal content must include:
    • Technical Capability (with descriptive literature).
    • Price Submission.
    • Delivery Lead Time.
    • Acknowledgement of solicitation amendments.
  • Vendors must provide proof/certification of compliance with required certifications and qualifications outlined in solicitation attachments.
  • Submit one original signed copy of Standard Form (SF) 1449, executed Amendments, and executed Representations and Certifications. Electronic submittal to michelle.r.augustus.civ@us.navy.mil is also acceptable.
  • Quotes will be held firm for sixty (60) days.
• Questions: Offerors may submit questions regarding solicitation clarification to Michelle Augustus via email at michelle.r.augustus.civ@us.navy.mil, two (2) days prior to the closing date/time. Questions received after this date may not be answered.

This document, "Attachment (A) – N4215826QE052," serves as a Technical Capabilities Statement and Contractor Responsibility Certification. It requires vendors to certify that the equipment they are quoting meets the listed capabilities and that they can assume all stated contractor responsibilities. This form must be completed and submitted with the vendor quote to be considered for award.
