Scope of Work

This project involves significant infrastructure upgrades across four administrative sites: Tanglefoot Work Center, Tusayan Ranger Station, Jacob Lake Work Center, and Big Springs Work Center.

  • Base Scope (11 RV Pads): Rehabilitation of six (6) RV pads at Tanglefoot Work Center and five (5) at Tusayan Ranger Station. Work includes clearing, subgrade preparation, new gravel placement, replacement of water and sewer connections, limited water/sewer line replacement, and replacement of electrical components on existing pedestals.
  • Optional Work Items (13 Additional RV Pads & Utilities): Rehabilitation of eight (8) RV pads at Jacob Lake Work Center and five (5) at Big Springs Work Center. Optional work also includes subsurface utility locating, television inspection and flow testing of existing septic systems, replacement of septic tanks and leach fields, replacement or installation of propane lines and connections for 24 RV pads, and additional water and sewer line replacement.

Key Requirements & Compliance

All work must adhere to the latest adopted construction codes of Coconino County and applicable national/state codes. Specific requirements are detailed for water, sewer, electrical, and propane systems. Bidders must comply with the Kaibab National Forest Industrial Fire Precaution Plan (Attachment 5) and adhere to Davis-Bacon Act wage rates (Attachment 6).

Contract Details

  • Award Type: Anticipated Firm-Fixed Price contract.
  • Period of Performance: Work to commence within 10 calendar days after Notice to Proceed (NTP) and be ready for use no later than 220 calendar days after NTP.
  • Bond Requirements: A Bid Bond is required. Performance and Payment Bonds are required within 10 days after NTP if awarded.
  • Warranty: One (1) year warranty on all work after contract completion and acceptance.
  • Schedule Restrictions: Contractor's schedule is restricted at Tanglefoot WC and Jacob Lake WC between April 15 – October 31, requiring a minimum of four (4) RV pads to remain operational across these two sites.

  • Evaluation Criteria: Quotes will be evaluated based on Technical Approach, Price, and Past Performance. Award will be made to the offeror representing the best value to the Government, prioritizing the highest technically rated offeror whose price is fair and reasonable and whose past performance is acceptable or neutral. Tradeoffs will not be conducted.
  • Required Submittals: Completed Schedule of Items (including options), a list of at least 3 similar past projects, and relevant technical experience.

Important Notes

Two organized site visits are scheduled for May 12-13, 2026; RSVP is required. Bidders are responsible for investigating site conditions. Technical data, drawings, and specifications are available via attachments.
