Justification for Sole Source
The sole source justification is based on several factors:
- Proprietary Technology: LORENZ is the exclusive manufacturer and developer of the docuBridge software, an HHS-approved eCTD publishing tool. No other vendor is licensed to provide these specific services, including data migration and training for this proprietary system.
- Continuity of Service: NIAID already owns and supports the LORENZ docuBridge system. Allowing BARDA access to this existing system, facilitated by LORENZ, ensures seamless integration and support for FDA regulatory submissions.
- Avoidance of Risk and Cost: Without this sole source, BARDA would incur significant duplicate costs and effort to establish its own eCTD software, which would hinder its ability to fulfill regulatory filing responsibilities.
