Performance Work Statement (PWS)

This PWS outlines the requirements for providing non-personal services for target support and training aid for the Regimental Master Breacher Course (RMBC) at Fort Benning, GA. The goal is to refine demolition training for select individuals from four Ranger battalions.

• Provide target support and construction of training aids.

• Cover all aspects of Demolitions and Breaching, including conventional, assault, ballistic, thermal, and mechanical breaching.

• Enhance and validate Level 2 Breacher's Techniques, Tactics, and Procedures (TTPs).

• Certify Master Breachers on demolition charge accuracy, net explosive weight (NEW), minimum safe distance (MSD), minimum safe fragmentation, and collateral damage estimates (CDE).

• Procure materials for targets and training aids.

• Construct and clean up targets during and post-course execution.

• Provide subject matter recommendations and feedback on targetry, training areas, structural integrity, and safety.

• Contractor must develop and maintain a Quality Control Plan (QCP).

• Government will evaluate performance using a Quality Assurance Surveillance Plan (QASP).

• Performance objectives include zero deviation from standards for material procurement and structure specifications, and availability for target construction.

• Period of Performance: Base year (07 July 2026 – 31 Dec 2026) with 4 option years (01 Jan 2027 – 31 Dec 2030).

• Base year includes 1 course (possibility of a second).

• Option years include a minimum of 3 courses (possibility of a fourth).

• Course dates will be coordinated with the COR at least 60 days in advance.

• Place of Performance: Fort Benning, GA.

• Contractor must be located within a 50-mile radius of Fort Benning, GA.

• On-call and/or recall capabilities within 60 minutes.

• Minimum of ten (10) years of Special Operations experience with intimate knowledge of the 75th Ranger Regiment's breaching and demolition tactics, techniques, and procedures.

• Minimum of five (5) years of past performance supporting Special Operations breaching contracts.

• Expert-level understanding of Net Explosive Weight (NEW) calculations, demolition charge construction, and blast overpressure effects.

• Expert-level understanding of breaching, explosives theory, energetics, and military range operations.

• Ability to provide expert-level post-breach structural analysis and technical evaluations.

• Security: Secret clearance preferred, must maintain required security level for contract duration.

• Training: Anti-Terrorism (AT) Level I, OPSEC Level I, iWATCH, and Information Assurance (IA) training required for contractor employees.

• Safety: Compliance with FAR 52.236-13, EM 385-1-1, and applicable safety codes.

• Environmental Compliance: Adherence to installation environmental policy and hazardous material handling procedures.

This solicitation (W9124M26QA0060001) is for professional services to provide training support for the 75th RR Master Breacher Course Program. The contract type is Firm Fixed Price.

• Removing one (1) training course from CLIN 0001.

• Correcting the evaluation criteria.

• CLIN 0001 (Description): Modified from "FY26 Master Breacher Course support classes 02-03" to "FY26 Master Breacher Course support class 03". The quantity was reduced from 2 to 1.

• CLIN 0001 (Period of Performance): Modified from 01 May 2026 to 31 Dec 2026 to 07 Jul 2026 to 31 Dec 2026.

• Evaluation Criteria: The clause 52.212-2 Evaluation-Commercial Products and Commercial Services (Deviation) Feb 2026 was modified to clarify evaluation factors (Price, Technical Capability, Mission Capability, Past Performance) and the basis for award.

• The proposal submission deadline has been extended to 30 Apr 2026.

• The scope of CLIN 0001 has been reduced, and the period of performance for CLINs 0001 and 0002 has been adjusted.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing non-personal services to support the Regimental Master Breacher Course (RMBC) at Fort Benning, GA. The primary goal is to provide a training site with target support and training aids for RMBC, which refines demolition training for select individuals from four Ranger battalions.

• The contractor shall provide target support and construction of training aids for conventional demolitions, assault breacher demolitions, ballistic, thermal, and mechanical breaching.

• This includes procuring specified materials, constructing targets before and during the course, and cleaning up targets post-execution.

• The contractor will also provide professional recommendations and feedback on target materials, training areas, structural integrity, and safety.

• The contract period of performance is a base year (May 2026 - Dec 2026) with four option years (Jan 2027 - Dec 2030).

• A minimum of three courses will be conducted per period, with a potential for a fourth course.

• Scheduled course dates will be coordinated with the COR at least 60 days in advance.

• Past Performance: Minimum of 5 years of past performance supporting Special Operations breaching contracts.

• Security: Secret clearance is preferred for personnel. Contractor personnel must comply with all security requirements, including installation access and OPSEC training.

• Training: Contractor employees must complete Anti-Terrorism (AT) Level I, OPSEC Level I, and iWATCH training within specified timeframes.

• Materials: The contractor is responsible for providing a detailed list of materials and equipment, including steel, concrete blocks, chain-link fencing, compressed oxygen, mechanical door trainers, shotgun trainers, rebar, vehicles, doors, and windows, as specified in the PWS.
