Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Naval Research Laboratory (NRL), under the Department of the Navy, has issued a Sources Sought Notice (SSN)/Request for Information (RFI) for Transmitted Isotropic Generated Equivalent Radiation (TIGER). This RFI seeks to identify qualified sources capable of continuing research and implementing prototyped development in advanced signal generation techniques across the radio frequency (RF) spectrum, employing high power levels. This is for informational and planning purposes only; proposals are not requested. Responses are due by July 3, 2026.

Purpose & Scope of Work

This effort builds upon previous research to refine and implement techniques, hardware, and software for signal generation. The primary objective is to develop and apply these techniques for atmospheric research and spacecraft/aircraft calibration. Key aspects include:

  • Advanced Signal Generation: Researching and implementing signal generation techniques across the RF spectrum with various parameters (pulse-widths, pulse repetition intervals, EIRPs).
  • High-Power, Precise Transmission: Transmitting RF energy in very narrow beams at extremely high power levels from large (>55 foot) custom-designed apertures to precisely target centimeter-sized components, ensuring no signal spillage.
  • Hardware & Software Development: Designing, developing, and modifying associated software and hardware for efficient signal generation, including highly precise (femtosecond accuracy) generated pulses.
  • System Calibration & Measurement: Developing algorithms, measuring temperature/environmental effects, recalibrating aperture/antenna systems, and measuring precise signals against noise pollution to determine corrected EIRP, tile angle, axial ratio, boresight, and gain.

Key Personnel Requirements

The project requires highly specialized personnel, including:

  • Senior Systems Engineer: B.S. in Engineering with 12+ years in RF engineering, satellite calibration, high-power RF systems, and large transmit antennas.
  • Ground Test System Coordinator: B.S. in Engineering with 15+ years in technical project management and 12+ years in satellite/airborne calibration and high-power RF generation.
  • Senior Software Engineer: Technical Bachelor's with 7-10 years in Software Engineering, Object-Oriented Design, systems architecture, RF command and control, UNIX, C, Matlab, Java.
  • Hardware Engineer: Bachelor's in Engineering/Physical Sciences/Math with experience in satellite/airborne calibration, post-launch calibration, and precise timing systems.
  • All key personnel must be eligible for DoD security clearances.

Response Requirements

Interested parties must submit a Capability Statement, not exceeding 5 pages, including:

  • Contact Information: Company Name, Address, POC, Phone, Email, CAGE Code, UEI, Business Size, NAICS, PSC, Socioeconomic Categories.
  • Technical Information: List of capabilities/resources relevant to the SOW and questions/suggestions for the NRL technical team.
  • Commerciality: Information on whether proposed items are commercial and have been sold/leased to the general public.
  • Past Performance: List of similar contracts or task orders. Responses should be emailed to Richard Waterstreet (richard.j.waterstreet2.civ@us.navy.mil) in Microsoft Office or .pdf format.

Contract & Timeline

  • Type: Sources Sought Notice (SSN)/Request for Information (RFI)
  • Product Service Code: AC12 (National Defense R&D Services; Department Of Defense Military; Applied Research)
  • Set-Aside: None specified.
  • Response Due: July 3, 2026, 08:00 AM EST
  • Published: June 15, 2026

Special Requirements

Work will primarily be performed at NRL facilities in Washington, D.C., or NRL field sites. Personnel may require DoD National Agency Check with Law and Credit (NACLC) for base access, and potentially Secret or Top Secret/SCI clearances. Compliance with NRL Requirements for On-Site Awardees (ROSC) and Government-sponsored Operations Security (OPSEC) training are mandatory.
