Quick Summary

The Defense Health Agency (DHA) is conducting acquisition planning for the next-generation TRICARE Pharmacy Program (TPharm6) contract. This Special Notice serves as a Request for Information (RFI), inviting industry feedback on draft Section C (Statement of Work) and Section H (Special Contract Requirements). The program aims to provide comprehensive, cost-effective, and high-quality pharmacy services to approximately 9.5 million active duty and retired service members and their families. Feedback and one-on-one meeting requests are due by May 11, 2026.

Scope of Work

The future TPharm6 contractor will be responsible for administering the TRICARE Pharmacy Benefits Program, encompassing:

  • Efficient processing of claims from various sources (retail, mail order, MTFs, VA, IHS).
  • Operating a retail pharmacy network across the U.S. and its territories.
  • Managing the TRICARE Mail Order Pharmacy (TMOP), including dispensing and delivery.
  • Performing clinical reviews and providing beneficiary/pharmacy support services.
  • Managing systems and interfaces (DEERS, PDW, Federal EHR).
  • Handling specialty agents, vaccines, and compound prescriptions.
  • Ensuring compliance with DoD regulations and benefit design rules.

Draft Section H details critical contractual obligations, including:

  • Organizational Conflicts of Interest (OCI) requirements.
  • Cost Control Incentives (Retail Network, Specialty, MPPP) designed to reward cost savings and penalize exceeding expected costs.
  • Performance Guarantees with significant financial penalties ($1M or $500K/month) for failing to meet standards in areas like Mail Order Pharmacy processing, System Availability, Clinical Review, and Telephone Service.
  • Claims Compliance and Accuracy Reviews by the Government.
  • Requirements for an Award Fee, participation in Pilots, Demonstrations, and Integrated Product Teams (IPTs), and enhanced Safeguarding of Unclassified Information.
